This position is located in the Department of Veterans Affairs (VA), Board of Veterans' Appeals (Board), Financial Management Branch Budget & Internal Controls Division. The Board is a major component of the VA and operates by authority of, and functions pursuant to Chapter 71 of Title 38, USC. The mission of the Board is to conduct hearings and issue timely and quality decisions for Veterans and other appellants in compliance with the requirements of the law.

Duties

The GS-0560-13 Budget Analyst serves as a Senior Budget Analyst, between Office of Management and Budget (OMB) and the Board of Veterans' Appeals (BVA), by providing technical advice and guidance relative to the performance of budget functions. Assists in the planning and directing the establishment, review, appraisal and continuous refinement of pertinent programs and policies to ensure compliance with broad, overall Department of the VA programs and directives, and to ensure adequacy in meeting existing and/or changed requirements financially of BVA. Major duties include but are not limited to: Responsible for the preparation of budget justification statements, consolidated budget estimates, analysis of costs and preparation of funds status reports. Formulates and prepares all required schedules for assigned portion of the operating budget. Develops long and short range fund requirements and need for additional resources. Monitors funds utilization for current and prior year BVA budgets. Develops guidelines for use by staff to reprogram funds and to develop allotment of funds, and develops criteria and methods to analyze and evaluate performance of the BVA budget functions. Reviews annual appropriations and authorization acts to determine whether changes in public law will impact on administration and execution of BVA budget. Develops, recommends, and implements budget policies and regulations affecting financing or important defense programs and forecasting of long range 3 to 5 year funding needs for substantial BVA programs. Prepares written instructions to issue budget targets, program budget guidance, allocations, limitations, and budget floors for various BVA appropriations directorates. Provides instructions for changes in investment and expense thresholds and changes to appropriation requirements for purchasing selected items. Develops budget guidelines and methods to analyze and evaluate performance of BVA budget functions. Provides guidance for appropriate use of other appropriations and under conditions that orders result in economy act or project orders. Prepares responses to outside inquiries regarding total budget estimates and policies as they are reflected in the President's budget request. Reviews, analyzes, and interprets legislation, appropriation language, Office of Management and Budget (OMB) directives and Department of Veterans Affairs guidelines. A high degree of analytical skill in applying accepted methods and techniques of quantitative budget analyses such as comparative analyses, trend analyses, cost benefit analyses, percentile analyses, reimbursement analyses, and element of expense analyses to analyze program-budgetary relationships to relate five year defense programs and long range (multiyear) budgetary plans Provide advice and guidance, as necessary, to budget and program personnel at major subordinate commands, installations, and activities; and to develop alternatives within the constraints of the approved PBG. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Review annual appropriations and determine whether changes in public law will impact the administration and execution of the station's budget. Recommend and implement budget policies and regulations affecting financing of appropriations and forecasting of long range 3 to 5 year funding needs for substantial programs. Provides technical guidance and training to budget analyst staff and internal and external organizations in the development, implementation, and evaluation of financial management processes. Prepares written instructions to issue budget targets, program budget guidance, allocations, and limitations Develops budget guidelines and methods to analyze and evaluate performance of budget functions. You will be rated on the following Competencies for this position: Budget Administration Financial Management Financial Analysis Technical Credibility Written Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Work is performed in an adequately lighted and climate controlled business office setting. There is occasional noise from normal office equipment. Occasional travel with overnight stays may be required infrequently.
