Duties
You will assists with pre-award and post-award functions for a variety of supply and service contracts in support of the NSLC and its detachments.
You will procure supplies and services primarily through formal advertising, or through limited use of negotiation techniques.
You will assist with review of requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents.
You will perform complex procurement actions.
You will conduct market research for possible sources and provide information to the Deputy for Small Business for concurrence that will result in a competitive procurement, when possible.
You will write formal procurement strategies and submit them for review and approval by legal and higher level contracting authorities.
You will draft formal solicitation documents for large dollar value support service requirements.
You will analyze contractor proposals for technical, past performance, and cost compliance with solicitation requirements and summarize your findings in written reports.
You will assist in the writing and presentation of formal Business Clearance Memorandums to legal and higher level contracting authorities for approval.
You will draft complex contact award documentation and modifications to those awards during contract performance.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate the following:
GS-09: At least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advanced procurement procedures and techniques to carry out recurring assignments involving use of the formal advertised or negotiated methods.
GS-07: At least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: basic procurement procedures and techniques to carry out recurring assignments involving use of the formal advertised or negotiated methods.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
Education may be used to substitute for experience with the following for the GS-09:
- Successful completion of a master's or equivalent graduate degree; OR
- Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
- Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
- Education may be used to substitute for experience with the following for the GS-07:
- Successful completion of one full year of graduate level education; OR
- Successful completion of one full year of law school; OR
- Successful completion of a bachelor's degree with superior academic achievement; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
