This position is located in the Bureau of Medical Services, Budget Division (MED/BUD). Incumbent provides the full range of budget development (formulation, justification, and presentation) for assigned budget areas.
Duties
Contributes to the formulation, justification, and presentation of the current and out-year budgets for assigned substantive program areas, assisting in development of narrative justifications linking budgets to levels of program efforts.
Identifies and analyzes trends in the receipt, obligation, expenditure of funds to assure that the annual financial plan are being met on a timely basis, funds are available and being properly, effectively used to support program objectives.
Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities.
Assists in the planning, development, testing, and implementation of budget and financial management systems, programs, and databases.
Supports and provides advice, guidance, and recommendations on the budget process and the assigned budget area to program officials and other managers.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing briefing materials for budget submission and/or financial management reporting.
Experience communicating orally and in writing.
Experience working collegially and collaboratively with multiple stakeholders.
There is no substitute of education for specialized experience for the GS-12 position.
