Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Environmental Compliance Division (ECD) in Sterling, VA. .
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Analyzes new or proposed environmental policy to determine impact on the environmental compliance program for the Bureau. Identifies data used in the development and recommendations of policy and program options and initiatives for consideration by BSEE in internal guidance and studies.
2. Supports efforts to enhance data verification and validation of regulatory information and coordinates efforts to ensure data accuracy, sufficiency, and responsiveness for program decision-making and proposed policy changes.
3. Prepares draft directives and internal policy documents for regulations related to environmental compliance program. Provide input and develop appropriate policy and guidance on industry compliance with offshore oil and gas regulations.
4. Reviews relevant safety and offshore industry regulations and standards as it pertains to performance metrics and participates in meetings on compliance issues related to offshore oil and gas exploration and development. Information from the meetings will be transmitted back to the staff and management.
5. Serves as an ECD liaison to other offices and bureaus on technical committees, task forces, workgroups and at other meetings where civil penalties, data analysis and compliance expertise may be required.
6. Prepares analyses and decision documents and assists Division management with preparing presentations intended for a wide variety of audiences.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
Sterling, VA: ($112,015 - $145,617) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1. Using a range of qualitative and quantitative methods for the assessment and improvement of ECD's complex program activities and strategic initiatives as well as compliance with applicable laws, delegations, and regulations.
2. Applying analytical and evaluative methods and techniques to perform data mining and preparation of statistical information.
3. Using the technical competence of a Contracting Officer's Representative such as conducting market research, defining government requirements, evaluating proposals, and monitoring contractor performance. Must meet all.
