This position is located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs, Atlanta Regional Office. Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. Major Duties As Supervisory Public Health Analyst, you will serve as a Regional Administrator, you serve as the HRSA Administrator's representative in the region and Office of Intergovernmental and External Affairs (OIEA) focal point for responding to the needs and requests of external entities. You manage regional operations and supervise a staff of high-level public health analysts and other professional and administrative personnel. Your major duties and responsibilities include: Managing the Region by developing long- and short-range strategic and tactical plans for the states/territories included in their region to achieve HRSA and OIEA goals. Ensuring that the region makes measurable progress in advancing the goals and activities that involve multiple HRSA grantees and key public or private sector organizations. Overseeing the administration of funds and purchases for the Regional Office, and being accountable for appropriate use of funds, support of program activities, cross-cutting initiatives, and overall support of the Regional Office and OIEA. Developing initiatives that increase awareness about HRSA Programs within their Region. Responding to concerns expressed by HRSA state-level grantees and key public or private sector organizations. Overseeing the assessment and reporting of health systems findings and trends, and alert HRSA program officials of potential issues. Ensuring the efficacy of HRSA's regional resources, which includes human capital, continuity of operations, emergency response, technology, and facilities. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: 1. Supervising staff, including prioritizing and assigning work, recommending professional development, evaluating and addressing performance and/or conduct issues, etc. AND 2. Developing and executing long- and short-term strategic and operational plans to achieve public health program goals and objectives in areas such as: state, tribal, and local engagement; outreach and education; and special initiatives and partnerships. AND 3. Creating strategic collaborations and events with various partners (i.e., grantees, key public or private sector organizations and leaders, etc.) to advance public health priorities and leverage resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH SURVEILLANCE - Knowledge of principles, methods, and procedures to conduct ongoing systematic collection, analysis, interpretation, and dissemination of health-related data essential to planning, implementation, and evaluation of public health practice. LEADERSHIP - Inspires, motivates and guides others toward goal accomplishment; coaches and mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for individuals by applying these values to daily behaviors.
