This position serves as the Staff Assistant to the Assistant Medical Center Director. This position is organizationally located in the Director's Office. The individual provides staff assistance to top management in the overall operation of the Medical Center and its community out based clinics.

Duties

Utilizes extensive knowledge, experience and educational background in health care systems and hospital administration at all levels to examine routine and highly complex operations systems, problems, either potential or real, and determine, in priority order, actions necessary to resolve the problems upon which recommendations for their resolutions can be made. Serves as a part of hospital coordination for member of the Joint Commission, and other accrediting bodies, to perform surveys, audits and/or inspection of this hospital's operation. Addresses veteran complaints and meet with Veteran and/or family members to achieve resolution to inquiries or service problems. Develops and implements management information monitors for tracking status of administrative service resources and operational parameters relative to service performance and strategic goals/plans as needed. Makes proposals based on professional observations and business-oriented analysis to modify or change policies as well as initiate suggestions for new policies designed to enhance the efficiency of the operation of the Medical Center. Coordinates cross organizational projects involving more than one service and ensures completion of the projects within the prescribed time frame and implements appropriate planning procedures to accomplish program projects or needs. Prepares letters, speeches and position(white) papers for the Assistant Director that is clear, concise and complete and requires few revisions of content on issues as assigned. Works closely with the facility strategic planner and interior design to address hospital strategic initiatives. Works closely with all services under the leadership of the Assistant Director which may involve financial planning, space, human resource/position management, internal and external official correspondence for the executive office and has the authority to respond to respond to requests for assistance from hospital officials. Analyzing of data developed and preparation or recommendations resulting from special studies concerning problems of staffing, equipment, budget cost containment, space availability and assignment, work simplification/organizational realignments or reorganization, report requirements, productivity, automated management information systems, etc. Receives requests for special informational studies, surveys, questionnaires, etc., from internal or from other external health care related organizational and is responsible for collection of data, review and validation of the data collected and preparation of a format response to the requesting agency. Such requests are submitted by the Joint Commission, congressional committees, and other government agencies. Serves as a resource person to management officials in resolving difficult and highly complex problems, which may be confined to a single service or may extend across organizational lines. Deals with peer level and higher-level officials in an expert and tactful manner in his/her efforts to gain their full support and a clear understanding of the official need for the collection of the data and other information required to complete the work. Includes the acquisition, development, analysis and presentation of population-based planning data, health and economic demographics, geriatric research data, patient care and work performance to enhance the efficiency of the operation of the Medical Center. Work Schedule: 8AM to 4:30PM Monday through Friday; subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements:Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive understanding of administrative laws, policies, regulations, and precedents applicable to the administration of the one or more significant public programs. Extensive experience in managing administrative support functions. Experience in developing detailed plans, goals, and objectives for short- and long-range implementation and administration of programs. Expert analyst who has mastered the application of a wide range of qualitative or quantitative methods for the assessment and improvement of program effectiveness. Experience in healthcare delivery systems, healthcare financing and federal laws pertaining to healthcare delivery, EEO policies and regulations.
