The Health System Specialist serves as the Strategy and Planning Officer for the G.V. (Sonny) Montgomery Health Care System (G. V. (Sonny) Montgomery VA Medical Center and Clinics). Formalizes the strategic planning process, formulates strategies, facilitates strategy implementation, and ensures departments and employees throughout the organization understand how their work relates to and promotes the goals of the facility.

Duties

As a Health System Specialist, you will provide duties to include: Leads in the planning cycle to include gap analyses, strategy development and prioritization, implementation, and tracking. Performs catchment population-based demographic studies involving data collection and analysis, forecasting, and related methodologies, and advises on planning issues associated with program development and expansion initiatives. Monitoring project progress, identifying potential challenges or delays, and implementing adjustments as needed to maintain project timelines and quality standards. Takes an active role in the budgeting process to evaluate and determine the impact of establishing new sharing agreements and programs to meet existing and future program goals and objectives. Provides oversight of strategic and/or program planning for individual clinical or administrative services or programs, or a combination thereof. Reviews any changes in clinical programing to ensure alignment with national, organization, and market plans and population projections. Provides technical expertise in the field of health care planning to inform leadership about regulations and policies governing planning activities. Performs catchment population-based demographic studies involving data collection and analysis, forecasting, and related methodologies, and advises on planning issues associated with program development and expansion initiatives. Monitoring project progress, identifying potential challenges or delays, and implementing adjustments as needed to maintain project timelines and quality standards. Takes an active role in the budgeting process to evaluate and determine the impact of establishing new sharing agreements and programs to meet existing and future program goals and objectives. Develops construction or renovation projects or other alternatives to resolve specific space deficiencies. Developing and managing a hospital-wide decorating plan that is both conducive to patient well-being and pleasing to visitors and employees. Researches, engages, and collaborates with public and private community health care providers and organizations to expand health care delivery network. Takes an active role in the budgeting process to evaluate and determine the impact of establishing new sharing agreements and programs to meet existing and future program goals and objectives. Develops construction or renovation projects or other alternatives to resolve specific space deficiencies. Developing and managing a hospital-wide decorating plan that is both conducive to patient well-being and pleasing to visitors and employees. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, Subject to change based on the needs of the facility. Position Description Title/PD#: Health Systems Specialist/PD843470 Physical Requirements: The work is primarily sedentary. There may be some lifting of boxes or pushing of carts for meetings or media presentations, but most of the time is spent walking or sitting at a desk, in meetings, or at a computer terminal.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement: Applicants who meet the IOR described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Undergraduate and Graduate Education: In a major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR) requirements, applicants must also meet the specialized experience directly related to this position. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Industry Knowledge: Understanding of the healthcare system and how it operates, including its key players, regulations, and market dynamics. Project Management Experience: Leading strategic projects from inception to implementation, ensuring alignment with organizational objectives and timelines. Leadership Abilities: Capability to lead cross-functional teams, foster collaboration, and inspire others to execute strategic initiatives effectively. Risk Management: Assesses and mitigates risks associated with strategic decisions, considering potential financial, operational, and reputational implications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-12 level.
