This position develops audiovisual products that convey information to the public and the staff about the Hospital. The VHA public information program involves the presentation of the Hospital mission, services, and activities to the staff, volunteers, members of the media, general public, veterans, local, state and federal officials, and community groups in ways that most effectively achieve the VHA's goals while contributing to understanding and support of the Hospital caring for veterans.

Duties

Major Duties include, but are not limited to, the following: Provides technical and administrative supervision of a small subordinate staff at the GS-11 level. Exercises human resources responsibility by initiating requests for recruitment, interviewing and selecting employees, complying with EEO objectives, planning and assigning work, and maintaining accurate and current position descriptions. Sets priorities and establishes schedules, evaluates performance, recommends promotions and awards, approves requests for leave, identifies training needs, keeps employees informed, provides counsel, and recommends disciplinary action as required. Incumbent oversees and performs specialized work in the production of videotaped and live television programs; live and prerecorded radio broadcasts; motion picture films; broadcast-type closed circuit teleconferences; and other similar productions such as slide shows with sound accompaniments. The work requires the ability to plan, organize, and direct the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production. Recommends changes in type of equipment used, and the location of the communication interface to improve the environment for the video communication transmission. Based on the type of production assignment, determines which cameras are to record the action, directing the switching from one camera to another, cue in of music and sound effects, and assuming direct responsibility for all aspects of the video/television production as it is being transmitted or recorded for future transmission. Responsible for filming people, in their normal work area and occupation, to produce local training videos, Video News Releases, feature stories, public service announcements, and interactive Web content for video streaming purposes. Develops appropriate on and off-screen narration to convey information to the desired audience. Responsible for productions that demonstrate how to carry out a specific procedure or how to operate a specific piece of equipment. Produces live, in-house transmissions, or prerecorded videos where the director, supervisors, managers, or an invited expert may exhibit or explain examples of the work or accomplishments of a specific program or activity. Performs other various related duties as directed. Qualifications

,Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the processes, methodologies, personnel, equipment, and related requirements involved in planning and carrying out the steps necessary to produce well-precedented kinds of audiovisual productions, develop production schedules, coordinate staff activities, and make normal kinds of administrative and logistical arrangements; Knowledge of commonly used sources of audio-visual talent and special effects, such as casting lists, music libraries, stock footage, and post-production services, to acquire the elements needed for a completed audiovisual production; Knowledge of program objectives and directing skills to direct the production activities of a small television production crew and cast; operate standard radio broadcast and recording equipment; and/or compose and direct prerecorded programs that consist largely of voice narration and involve minimal rehearsal or special visual, sound, or dramatic effects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree (or 3 full years of progressively higher level graduate education leading to such a degree) in which you majored in -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree to qualify. You will be rated on the following Competencies for this position: Communications and MediaMultimedia TechnologiesSelf-ManagementTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mainly sedentary. However, there may be physical exertion such as periods of standing, recurring bending or stretching, pushing carts of supplies, or recurring lifting of moderately heavy equipment.
