This position is located within the Public Affairs and Media Service Office of the Edward Hines Jr. VA Hospital in Hines, Illinois. The primary purpose of this position is to provide photographic, video, audiovisual, and graphic design services, and products in support of direct/indirect patient care, research, administrative, training, academic and public affairs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Visual Graphics/Production: Collaborates across service and disciplinary lines to design printed materials, exhibits and presentations that cover a broad scope of subject matter; Competent in production methods and design/layout using graphic design programs (i.e. Adobe Photoshop, Adobe InDesign, Microsoft Publisher, Purchased Graphic service, etc.) Collaborates with stakeholders to define informational objectives and the nature of the intended audience; Designs, exhibits and displays visual content, usually dealing with specialized medical health care subjects; Uses contrasting shapes, textures, surfaces, heights, colors and methods of mounting and lighting that will attract and retain the interest of audience; Makes decisions about color schemes, size, and placement of materials; Develops the artwork, computer graphics, video, photographs, animation or other visual aids to be used; Recommends the format to be used, making decisions based on the nature and size of the audience, equipment, program location, virtual versus physical environment and availability of equipment operators; Photography, Video Support and Production: Provides photography, videography, and production services across the organization; Pays attention to the environment and the restrictions of an environment (i.e. operating room conditions and other direct care areas); Documents award presentations, special ceremonies, events and programs; Photographically documents surgeries, autopsies and other medical procedures for research and educational purposes; Assists VA Police with photographic documentation crime, protests and accident scenes and other criminal/security documentation as needed; Creates word text, animated graphics, soundbites, transcriptions and closed captioning; Conference Production Support: Provides assistance in setting up and operating audiovisual equipment; Directs live, unrehearsed and interactive video teleconferences, webinars and other virtual meetings; Coaches presenters on ways to optimize the available technology and space while delivering message; Sets up and tears down the operation of AV equipment for meetings, conferences and events; Administrative and Quality Management: Coordinates, plans, organizes and executes formal requests for medial productions; Manges, reviews and prioritizes all production requests ensuring timelines are met; Stays current on new technologies, equipment and software; Processes and files work order requests to maintain media studios and equipment; Ensures consent forms for internal and external use of pictures, video and voice are properly completed, filed and maintained; Performs other related duties as assigned. Qualifications

To qualify for this position, you must meet one of the following minimum qualification requirements: SPECIALIZED EXPERIENCE: One (1) year of specialized equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes managing and/or overseeing the technical aspects of audiovisual productions; handles tasks such as installing and upgrading video cameras, operating audiovisual equipment and directing video productions; coordinates the work with clients, project team members, subject matter experts, actors, and contractors; ensures digital content, announcements, visual data products and other informational materials are appropriate for targeted audiences and media outreach; recognizes technical/equipment problems and recommends solutions; works with computer systems and equipment to edit audio and video recordings; uses computerized library databases of video and film media. Must possess excellent written and verbal communication skills. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) with a major study of photography, radio and/or television production, motion picture production or other fields related to this position. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The duties and responsibilities of this position requires some physical exertion, such as long periods of standing, sitting, or recurrent lifting of moderately heavy items such as equipment, and large rolls of oversize printer paper. Manual dexterity between hands and eyes and the ability to perceive and sense color hues and chroma accurately is necessary. Work is accomplished primarily in an office/studio setting, which is adequately lighted and climate controlled. However, work will require adapting to different internal and external environments, including possible risks associated with weather as well as possible travel.
