Duties

This position is organizationally aligned to the Office of the Director at the Edward Hines Jr. VA Hospital, Hines, IL. The purpose of the work is to plan and execute conventional audiovisual products. - Produces automated sound/slide shows to inform and educate visitors to historical sites. - Selects slides of photographs, art work, and other visuals from in-house libraries to fit the requirements of the script, and selects music and sound effects to complement the images and create an appropriate mood. - Produces short videotaped programs Produces and directs revisions of training videotapes related to medical facility mission and functions. - Produces and directs revisions of training videotapes. Uses preapproved scripts, coordinates schedules with all participants and arranges for the availability of identified equipment, props, on-location sites. Reviews scripts with employees designated as performers to ensure that they understand the actions required. - Directs one or two camera operators in recording the instrument demonstrations enacted and narrated by the employees. Edits videotape to combine visual and audio elements. Incorporate some common special effects and graphics. Meshes preexisting with revised segments. - Produces short videotaped programs Produces and directs revisions of training videotapes related to medical facility mission and functions. Confer with clients to determine objectives, extent of subject-matter coverage needed, and budgetary restrictions. - Acquires narrators from regularly used talent agencies and directs the recording of the narration and the sound mix of all audio elements. Programs slides using computerized software systems to control dissolve rates and the location of slide changes to achieve the best effect, pacing, and dramatic quality. - Selects prerecorded dialogue, narration, interviews, and music for inclusion in a variety of radio programs. Edits program segments to remove extraneous noises; corrects sound and voice levels and other audio sources to their proper relationship; adjusts pauses to ensure proper timing and pacing; deletes portions to meet required program length; and monitors recordings for pronunciation, style, format, and technical quality. - Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. BASIC REQUIREMENTS: Must meet one of the following: Education: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR, Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. In addition to the Basic Requirements above, candidates must meet the Grade Requirements below. GS-11 GRADE REQUIREMENTS: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the processes, methodologies, personnel, equipment, and related requirements involved in planning and carrying out the steps necessary to produce well-precedented kinds of audiovisual productions, develop production schedules, coordinate staff activities, and make normal kinds of administrative and logistical arrangements. Knowledge of commonly used sources of audio-visual talent and special effects. Knowledge of program objectives and directing skills to direct the production activities of a small television production crew and cast; and operate standard radio broadcast and recording equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. You will be rated on the following Competencies for this position: Communications and MediaCustomer ServiceEducation and TrainingTechnical Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although there is some walking, travel, and carrying of lightweight equipment and materials.
