Duties
You will serve as the Supervisory IT Cybersecurity Specialist (INFOSEC) in the Navy Authorizing Official Directorate (NAO) at US Fleet Cyber Command (USFLTCYBERCOM).
You will serve as the Division Head and second-level supervisor exercising IT technical and analytical skills to execute Fleet Cyber Command (FCC) Commander’s authority as the cybersecurity Authorizing Official (AO).
You will direct, coordinate and oversee work of civilian and military team members through subordinate supervisors.
You will be a key member of the NAO leadership team accomplishing work through the combined technical and administrative director of the Division.
You will evaluate the effectiveness of the Division in meeting assigned work supporting mission functions.
You will recruit, train, and retain a diverse, high quality mixed civilian and military work force.
You will approve expenses comparable to within-grade increases, extensive overtime, continuing professional development and training, and employee travel.
You will assist the designated Contracting Officer’s Representative (COR) with developing contract specifications (e.g., task order, performance work statement [PWS]) effectively and efficiently meeting the Division’s needs.
You will plan strategic direction for the Division to optimize contributions to the management and oversight of community risk.
You will provide guidance to assure appropriate and consistent implementation of federal regulations and DoD, Navy, and NAO policies and procedures to the Division’s work.
You will provide focused and specialized expertise to address technical issues that affect many Navy customers and span IT systems.
You will draw on comprehensive insights derived through lessons learned to identify the need for and lead in-depth assessment of relevant technology and policy issues, especially emerging technologies and issues that could be precedent setting.
You will decide whether exceptions to normal processes and standards should be endorsed in the interest of operational exigencies, elevating such cases to chain of command, as needed to obtain approval.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 611 within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.

Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Conducting complex analyses required to evaluate, document, and validate the assessment and authorization (A&A) actions necessary to assure that existing and new information systems and services meet requirements.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Maintaining close and productive working relationships with senior-level colleagues.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Communicating rationale for decisions or recommendations to cognizant managers.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Generating standard reports to identify potential chokepoints or problem areas, and develop workable solutions.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience supervising, managing and assigning work to subordinates based on priorities, difficulty of assignments and the capabilities of employees while providing technical and operational oversight.
-Experience reviewing identified vulnerabilities and potential shortfalls of network systems and specify actions to mitigate risks.
-Experience providing final comprehensive assessment of the accuracy and completeness of risk management analyses and findings before forwarding project files to higher authority.
-Experience leading teams in conducting complex analyses required to evaluate, document, and validate the assessment and authorization (A&A) actions necessary to assure that existing and new information systems and services meet the cybersecurity and risk management requirements.
