This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist (Rates), you will be developing, implementing, or preparing power, transmission and ancillary service rates, rate adjustment proceedings, rate designs, project repayment studies,· and related forecasts, allocations, strategies, and industry evaluations.
**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**
Duties
As a Public Utilities Specialist (Rates) you will perform the following duties are listed at the full performance level:
Prepares and applies cost allocation procedures in the determination of cost between functions for both capital and annual costs.
Analyzes historical costs, revenues, load, capacity, industry trends, or other factors that may affect rates, repayment, or methodologies, bringing significant conclusions to the attention of management.
Analyzes public comments on proposed rate methodologies, draft responses, and draft rate orders and related correspondence and documentation to obtain required rate approvals.
Prepares customer notifications and presentations in accordance with agency or statutory requirements.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
To qualify at the GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-09 level. Specialized experience in automated financial and data management systems and computer skills to collect data and perform data analysis using, databases, spreadsheets or charts.
-OR- a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- possess a combination of education and experience as detailed on the Office of Personnel Management website linked here.
To qualify at the GS-12 level: Applicants must have specialized experience equivalent to the GS-11 level. Specialized experience is defined as: experience in electric power and transmission rate setting and experience in automated financial and/or data management systems as they relate to energy or financial accounting and advanced computer skills to collect data and to perform data analysis using databases, spreadsheets, and/or charts.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
