Duties

As a Supervisory Public Health Advisor you will: Function as the Deputy Director for Operational Coordination in the Division of Emergency Operations (DEO), reporting to the DEO Director and participating as an active member of the division's leadership team. Serve as senior public health advisor and lead for national and international public health emergency management program activities. Serve as an executive point of contact within the agency for any emergency response operations, including the initial establishment of an incident management system. Advise and support in establishing and conducting response operations, with a particular focus on the implementation of emergency management principles and practices during the response. Act as liaison with policy officials to address current and emerging public health emergency management policy issues, and that such issues are considered in policy development and implementation. Provide executive management with recommendations to improve and/or overcome shortfalls and deficiencies and formulates alternative courses of action to solve complex, cross-cutting issues. Perform the administrative and personnel management functions. Provide advice and counsel to workers related to work and administrative matters.

Minimum Qualifications: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: advising leadership and coordinating with other federal agencies (e.g., state or local governments, international ministries of health, or other partners) regarding issues related to emergency preparedness and response; and recommending actions to protect public health. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring. Appointment to the position will be contingent upon a negative applicant drug test result.
