The incumbent(s) serve as Eligibility and Enrollment Coordinator for the Western Colorado VA Health Care System (WCHCS). The incumbent directly supervises the Administrative Officers on Duty, Decedent Affairs, and Eligibility and Enrollment.
Duties
Duties Include but are not limited too:
Incumbent will manage and lead the programs and staff related to the Administrative Officers on Duty (AOD) and enrollment, eligibility and decedent affairs.
Incumbent will have knowledge of the VHA Enrollment processes including the Health Eligibility Center Data Base, Means Test and Co-pay requirements and other databases from the Veterans Benefits Administration.
Coordinates the collection of data concerning patient care activities in the ED and for Admissions.
Investigates patient complaints on eligibility issues and prepares written response.
Assists in orienting and advising providers in VA regulations, policies and procedures regarding eligibility, death benefits, and coordinating transfers to community hospitals.
Analyzes, interpret and implement regulations accurately to reflect current operating procedures and is familiar with precedents concerning changes in regulations or policies.
Serves as WCHCS Outreach Coordinator.
Assures that employees are following all VA directives, policies and procedures.
Sets performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules.
Possess extensive knowledge of various VA directives, Healthcare System policies and publications pertinent to patient care.
Must have a good understanding of preparing letters, memorandums and other written communication.
Works collaboratively with Health Information Management to ensure the integrity of the G&L.
Attends Outreach events, Town Halls and seminars for the purpose of educating the public on VA Enrollment requirements.
Ensures patients are comfortable and treated courteously, enthusiastically and in a timely
manner.
Ensures that procedures are followed for transfers to the community from the Emergency Room to community hospitals.
Maintains contact with clinical personnel and other staff in various clinic settings to resolve
delays and misunderstandings in the medical administrative aspects of providing medical care.
Work Schedule: Monday - Friday; 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience is defined as: Conducting special studies for identifying opportunities to improve customer service and process quality. Overseeing staff to ensure procedures are followed for transfers to the community from the Emergency Room to community hospitals. Coordinating and collecting data concerning patient care activities in an hospital setting. Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care. Extensive Administrative Management duties within the department.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in
completion of work assignments within deadlines.
Work Environment: The employee works in an office/clinical setting. Work areas are generally adequate and shared. Occasional travel is required especially for outreach activities. Incumbent(s) frequently walks to and interacts with other services throughout the Medical Centers and CBOCs. The
incumbent(s) observe established safety standards and practices as defined in the Medical Center Policy guides.
