In this position you will serve as a senior computer scientist to plan, organize, test, analyze, evaluate, and report on the military effectiveness and suitability of newly developed mission planning computer systems to meet the requirements of the military forces to plan missions.

Applying computer science experience, leads the planning, organizing, execution of test, analyzing, evaluating, and reporting on the military effectiveness and suitability of newly developed computer systems to meet the requirements. As lead computer scientist for assigned programs, directs the related resources, personnel, and activities to achieve a successful test on schedule and within budget. Prepares and delivers technical presentations and documents at MAJCOM and OSD DOT&E level to explain test assessments, risks and recommended program changes clearly and convincingly. Attends meetings, conferences, briefings, and seminars related to computer system test program planning/execution/reporting, new testing methodology, and software test concepts.

  • Education requirements – Bachelor of Science, Computer Science, Master of Science, Computer Science (Desired) from an accredited institution.
  • The position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • Occasional travel - You may be expected to travel for this position.
  • Recent C4ISR test experience is highly desired.
  • Completion of Software Quality Engineering (or equivalent) courses (Software Test Management, Software Tester Certification, CISSP, Security+, Systematic Software Testing) desired.
  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • The incumbent is expected to meet or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position. In addition, the employee is expected to meet continuing acquisition education requirements.
  • The Acquisition Position Career Category (APCC) of the position is R- Information Technology (IT) and the Acquisition Career Level required is 2-Intermediate Level II.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or other holidays.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Computer Science Series located here. Basic Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. In addition to meeting the basic qualification requirement above, applicants must also possess the following: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 in the Federal Service. Specialized experiences includes ability to applying engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; applying doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned programs and/or projects; applying knowledge of the principles, concepts, and theories of computer science, and the standard practices, methods, and techniques of the computer science and/or software development sufficient to perform difficult and complex assignments; and knowledge of routine analysis, evaluation, and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations. Knowledge, Skills and Abilities: In-depth knowledge of testing and evaluation which is sufficient to organize and plan the DT&E phase of computer test programs and to ensure that the system requirements, needed interfaces and equipment capabilities and program management factors are considered in the planning, conducting, analyzing, and reporting phases for computer test programs. Ability to lead test teams; originate new ideas, projects and methodologies; and support the execution of test projects within established financial and/or time constraints. Broad understanding of acquisition program management concepts, to include understanding DOD and AF philosophy and policies. Mastery of advanced concepts, principles, and practices of computers that enables the computer scientist to serve as an expert in the test and evaluation area of mission planning systems used for conducting mission and flight operations, such as for fighter, bomber, tactical airlift, UAV, tactical training, rescue, special operations, exercise, contingency, or similar operations. Skill to negotiate and/or defend findings and program support concepts. Knowledge and skill sufficient to arbitrate or negotiate courses of action between contractors, government agencies, or any combination thereof wherein incompatibilities of the interfaces of their respective systems are in question. This requires the utmost courtesy, tact, broad technical background, and mature judgement. Knowledge and skill sufficient to maintain cognizance of current test facilities, techniques, and capabilities in order to provide advice to development and using agencies. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Position specific skills and experience desired in a potential candidate: Experience with Developmental Test and Evaluation (DT&E) Test Planning, Execution, and Reporting desired Experience leading a test as a Test Director desired Experience with testing space related software systems desired

Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
