This position is located in The Office of the General Counsel (OGC) within The Office of the Director at the National Science Foundation in Alexandria, VA. The incumbent serves as an Operations Coordinator with responsibility for the execution & implementation across key operational areas such as: Budget, Contracts, Human Resource Management, Property, Records, Space, & Standard Operating Procedures; & works as a member of the management team under the supervision of the Deputy General Counsel.
Duties
The Office of the General Counsel is the legal advisor and advocate for the Foundation, providing legal advice and assistance on all aspects of the Foundation's programs, policies, and operations, as well as areas affecting science and technology more broadly. The Office of the General Counsel also provides litigation expertise to the agency coordinating each phase of complex litigation with various divisions of the U.S. Department of Justice.
As an Operations Coordinator, you will perform the following duties:
Budget Planning, Oversight, and Execution
Monitoring and Tracking Expenditures
Reconciling accounts
Performing financial analysis
Resolving Discrepancies
Human Resource Management
Strategic Human Capital Planning with management
Processing Personnel Actions
Performance Management oversight
Managing Training
Contract Management and Procurement
Initiating and tracking procurement actions
Purchase Card approval
Monitoring contract logistics, including arrivals, renewals, separations
Space Management - manages office distribution in alignment with the Division of Administrative Services (DAS) and NSF policies.
Records Management - serves as the Office Records Custodian, ensuring compliance with records policies
Development and Update of Standard Operating Procedures (SOPs) for administrative and operational processes
Property Management - responsible for office equipment
Overall Office Operations - planning and coordinating meetings, overseeing travel, performing special projects, and other duties as assigned.
Qualifications
To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 level in federal service supporting the administrative operations of an organization. Experience must demonstrate knowledge of human resources and budget principles and practices, as well as be in one or more of the following areas: finance, procurement, space administration, and management analysis.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
