About the Position: Serve as the Strategic Exercise Planner for the Department of Defense (DoD) Civilian Harm Mitigation and Response (CHMR), Civilian Protection Center of Excellence (CP CoE), Headquarters, Department of the Army (HQDA), Office Deputy Chief of Staff (ODCS), G-3/5/7.

Duties

Serve as the lead exercise action officer for Joint exercises within DoD. Plan, coordinate, and implement technical and analytical support for the preparation and maintenance of an exercise calendar with identification of general future requirements and long-range CP CoE objectives. Oversee the coordination of assigned contractors and requirements pertaining to CHMR exercises. Establish exercise parameters, objectives, and scenarios, and coordinates the efforts of other staff agencies and Major Subordinate Commands (MSC) for support and execution of exercises. Correlate and consolidate the long-range/short-range calendar requirements in accordance with the CP CoE Joint Exercise Life Cycle (JELC) timeline.

Specialized Experience GS 14: One year of specialized experience which includes developing criteria used to assess effectiveness of civilian harm mitigation training; scheduling, deconflicting and tracking of major civilian harm mitigation exercise programs; reviewing project performance to identify opportunities for improvement; providing guidance for justifying or settling matters involving significant or controversial policy issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Specialized Experience GS 13: One year of specialized experience which includes maintaining a calendar of training exercises; providing input to senior leaders for the implementation of civilian harm mitigation training programs; preparing and presenting formal briefs, informational papers and/or after-action reports in relation to civilian harm mitigation training exercises; maintaining liaison with a variety of stakeholders to identify and resolve operational system problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessPlanning and EvaluatingStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13/12 respectively).
