You will serve as a MANAGEMENT ANALYST in the INFORMATION WORKFORCE DIVISION (IWD) of HQ US MARINE CORPS.
Duties
You will serve as a Civilian Management Analyst and implements all aspects of the organization’s civilian manpower and organizational development programs.
You will be recognized as a resident technical authority and subject matter expert (SME) in the methodology of manpower utilization, development of optimal organization structure, alignment, recruitment and staffing.
You will use a broad knowledge of personnel management functions and processes to support and develop approaches to achieving human capital strategic initiatives, and to serve as an expert and consultant.
You will provide program management and oversight for position management and organizational performance development.
You will conduct, review, and research projects and provides advisory services in long-range planning to validate and evaluate prospective realignment of or modifications to manpower strengths, authorizations, and associated documents.
You will analyze workforce demographics and environmental data to identify gaps and focus recruitment strategies based on projected the Human Capital plan.
You will be conducting organizational assessment of an organization's current culture, systems and processes, and reviewing data from analysis to identify areas for improvement
You will be advising senior leadership on strategic workforce shaping strategies and processes.
You will be developing and implementing change management strategic communications within an organization.
You will be advising managers on various position management issues (e.g. sustainable organizational structures, grade stacking, and appropriate career ladders, etc.).
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: in at least three of the following areas: (1) Conducting organizational assessment of an organization's current culture, systems and processes, and reviewing data from analysis to identify areas for improvement; (2)Advising senior leadership on strategic workforce shaping strategies and processes; (3) Developing and implementing change management strategic communications within an organization; (4) Advising managers on various position management issues (e.g. sustainable organizational structures, grade stacking, and appropriate career ladders, etc.)
