About the Position: The person in this position will serve as Health System Specialist in a Medical Treatment Facility (MTF) and provide administrative support within a directorate to include clinical business management, personnel, budget, administration, and logistics. This is a Direct Hire Solicitation

Duties

Schedule appointments and makes arrangements for meetings. Monitor and/or assist in the preparation of the annual budget. Monitor propriety of expenditure requests. Monitor and/or coordinate personnel matters (e.g. recruitment and placement actions, removal and suspension actions, EEO complaints, denial of within grade actions, performance management, etc.). Monitor and/or coordinate special emphasis programs such as Affirmative Action, Handicap, light duty accommodation, and FECA placement. Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons. Provide weekly individual or group training to assure personnel are informed of procedural problems and changes to policies or practice guidelines pertaining to Program administration. Establish and maintain manpower database information for the Department including numbers of direct and indirect personnel, organizational locations, and availability for accomplishment of programmed workload. Serve as the timekeeper for the Department of Emergency Medicine

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
• This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
• A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position may be designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent may be required to report to work or remain at work as scheduled to support mission operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes preparing files and/or reports in support of a program; monitoring and/or coordinating personnel staff actions for clinical departments; assisting leadership in achieving clinic goals; and recommending ways to improve the effectiveness and efficiency of work operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
