You will serve as a Lead Financial Management Analyst for Operations and Maintenance, Navy Budget Line Item {1B1B) Ship Operations of COMNAVSURFPAC.

Duties

You will be responsible for planning and providing financial management services and guidance to COMNAVSURFPAC and component commands for execution of current year funds. You will be responsible for maintaining policies as set forth in higher echelon directives and regulations and maintaining progressive programs designed to meet or exceed Navy policy. You will analyze and conduct assessments to ensure adequate controls are in place and adhere to required government compliance initiatives. You will review and validate month-end obligation balances for current fiscal year. You will ensure all Expense Limitations/Operating Budgets and reimbursable accounts are solvent prior to month-end close out. You will coordinate, review and reconcile Operating Forces current fiscal year's obligations with cognizant Supply Officers. You will analyze and interpret the cash position for each Operating Target (OPTAR) holder. You will plan work, set priorities and schedule work as necessary to ensure effective and expeditious accomplishment of goals without adverse effect on regular and recurring work.

  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing accounting, budget execution, or financial management work by analyzing expenses and interpreting financial policies in order to provide budgetary guidance and recommendations for account reconciliation.
