The primary purpose of this position is to serve as the Vehicle Production Controller, GS-1152-09, for host and subordinate units ensuring the efficient and effective utilization and maintenance of vehicles and equipment (i.e., refueling vehicles, fire trucks, materiel handling equipment, de-icing, snow removal, aircraft towing, tactical and construction equipment).

Duties

1. Develop unprogrammed workload schedules. 2. Monitor work in progress. 3. Assess daily shop operations, assets in-work, and assets in-queue in Defense Property Accountability System to develop daily work schedules. 4. Provide material management support for repair, overhaul, manufacture, and/or add-ons of equipment and/or parts requiring special handling. 5. Assist the Vehicle Fleet Management and Analysis Supervisor in managing and accounting for vehicle control and inventory programs.

  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the production organization and established production methods, processes, labor, machinery, manpower, and material requirements for the repair, overhaul, and/or add-ons of a variety of complex vehicles and commodity items. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the production organization and established production methods, processes, labor, machinery, manpower, and material requirements for the repair, overhaul, and/or add-ons of a variety of complex vehicles and commodity items. 2. Knowledge of production policies and regulations and how to properly apply them to prevent or alleviate production delays and scheduling conflicts; plan for and alleviate material shortages or delays; and correct faulty or ineffective production methods, procedures, or operations. 3. Knowledge of governing supply regulations, procedures, instructions, functions, operations, program requirements, and work methods. 4. Skill in planning unprogrammed workloads; scheduling and balancing planned and unplanned workloads; and maintaining production schedules for complex items utilizing multiple process production methods and procedures. 5. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems. 6. Ability to communicate effectively and professionally, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands The employee is frequently required to stand, walk, and climb in industrial facilities where it is necessary to bend, crouch, stoop, reach, and lift moderately heavy items. May also be required to perform these functions in obstructed areas. Basic computer and typing skills are required, and long periods of sitting will occur. Work Environment The employee works in an office setting part of the time, but is also required to regularly visit production areas, which involve moderate risks, discomfort, and require safety precautions. Visits to industrial areas take place in all weather conditions. The employee may be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement
