About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E0AA USAJFK SPECIAL WARFARE CTR AND SCHOOL.

Duties

Determines access to SCI; document control procedures; providing security assistance and recommendations; and conducting security visits/inspections. Interprets and provides USASOC security policies and regulations for application to the USAJFKSWCS organizations . Formulates security policy and procedures for USAJFKSWCS and its subordinate units for the protection, use and dissemination of SCI that impact intelligence policies concerning SCI derived from intelligence sources, methods, or analytical processes. Plans all aspects of the USAJFKSWCS Sensitive Compartmented Information (SCI) security program (i.e. personnel, information systems, physical, operations, communications security) and ensures compliance with policies and procedures Conducts routine inspections to identify deficiencies and to ensure appropriate handling of SCI and collateral material within SCIFs. Manage the safeguarding of all SCI pertaining to the receipt, control, and accountability of SCI products. Monitors the USAJFKSWCS periodic reinvestigation program in support of SCI security access. Maintains security records, hardcopy and electronic files, reports and forms.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must perform temporary duty (TDY) travel 10% of the time.
  • Must be able to satisfactorily complete the DIA SCI Administration or SCI Control Officer, DoD Security Specialist, and Basic and/or Advanced DoD Intelligence Information Systems (DoDIIS) Information Systems Security Managers (ISSM) courses.
  • Required to submit to random counterintelligence (CI) scope polygraph examination in accordance with and under the provisions of the Department of the Army Cryptographic Access Program (DACAP) and AR 380-40.
  • Must be able to obtain and maintain a Top-Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

GG 9 Specialized Experience: One year of entry level professional security program administration specialized experience which includes 1) providing assistance with safeguarding classified information within an information security program area; 2) conducting routine security inspections within information or personnel security discipline area; and 3) assessing corrective actions for an organizations security program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-07). OR Education: A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application). OR A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GG 12 Specialized Experience: One year of specialized experience which includes (1) implementing policies and procedures required to manage SCI programs and to protect SCI resources; and, (2) managing, and controlling collateral and SCI classified information and material within the Sensitive Compartmented Information Facilities (SCIFs) affecting the unit's mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
