About the Position: This position serves as the technical expert for capabilities and acquisition security for the U.S. Army Special Operations Command (USASOC), CORB, DCS, Army Compartmented Element in Fort Liberty, NC.

Duties

Directs and manages the organization's multi-discipline security programs. Participates in program and project planning efforts to evaluate the need for security requirements and recommended equipment, methods, procedures, and systems. Develops, implements, manages, and monitors organization operating policies, instructions, procedures, regulations, and methods of the internal program security programs to reduce vulnerabilities to the foreign intelligence and terrorist threat. Responsible for making formal risk management decisions that affect the operational effectiveness of supported missions. Provides technical guidance on industrial security matters to developers, Program Managers, Contract Officers and technical monitors for classified and/or sensitive procurement actions and resolves any security problems. Oversees the application of policies, instructions, procedures, control systems, and methods to ensure the review of contract documentation. Reviews acquisition efforts that may require access to classified and/or sensitive information by contractors to ensure security equities are appropriately integrated into the overall effort. Provides guidance and direction for capabilities and technology protection and system security development. Provides acquisition and contract support for Information Assurance (IA) Security Engineering Certification and Accreditation of National Defense Systems and Information Systems. Assesses vulnerabilities, and develops and implements mitigation strategies across DoD, Army, and USSOCOM acquisition systems, processes, and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret with Sensitive Compartmented Info. (SCI) security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph examination with No Deception Indicated (NDI).
  • Incumbent is required to apply for and obtain Staff-Like-Access (SLA) in order to perform temporary duty with Other Government Agencies.

Specialized Experience: One year of specialized experience which includes experience: 1) Developing vulnerability assessments and security survey policies. 2) Creating detailed Program Protection Plans, security classification guidance, and/or OPSEC plans that protect warfighting capabilities and programs. 3) Resolving difficult and complex security problems in fields such as organizational automation, information security, OPSEC, personnel security, facility/industrial security, physical security, anti-terrorism and force protection, foreign exchanges and disclosure, requirements management, technical support activities, unauthorized disclosure by foreign intelligence entity espionage and electronic capabilities. 4) Assessing acquisition programs for potential vulnerabilities. 5) Reviewing acquisition efforts that may require access to classified and/or sensitive information by contractors to ensure security equities are appropriately integrated. You will be evaluated on the basis of your level of competency in the following areas: Program SecuritySecurity Education, Training and AwarenessSecurity Program ManagementSystems Acquisition Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
