The Medical Data Clerk is located at the VA Portland Health Care System (VAPORHCS) in the Budget & Analytics Section of the Business Office. VAPORHCS is a large, complex health care system and one of two tertiary referral centers for VISN 20. The purpose of this position is to improve the quality, efficiency, and effectiveness of scheduling, clinical utilization, and matrix management through reports, data analysis, and software to enhance clinical and administrative performance.
Duties
Major Duties include but are not limited to:
Data Management and Report Development - 40%
The incumbent will utilize expertise in clinical informatics to extract and organize data to enhance clinical operations in the domains of scheduling, clinic utilization, medical record completion, encounter completion, hospital gains and losses, Community Care consult closure/completion, Community Care budget, and Community Care access.
Incumbent will evaluate, and identify user needs in conjunction with capabilities of software and coordinate any required modifications; conduct data validation and source mapping, review the effectiveness of the systems and procedures to assure optimum benefit to patient care activities.
The incumbent will work with stakeholders to understand user needs, preferences, identification of priority data elements, and necessary functions for optimal workflow. Incumbent will utilize information and expertise in clinical informatics techniques and best practice standards to design, develop, and test reports to improve operations based on stakeholders' identified needs and preferences.
Incumbent leads in the development of local data architecture and models to provide a foundation for database design that supports the health care systems clinical and operational data needs.
The incumbent will develop data models, reports, and algorithms based on the knowledge of various architecture platforms (e.g. Oracle, SQL server, VISTA Fileman) and Electronic Health Record systems, (e.g. CPRS, VISTA).
Incumbent will generate routine and ad hoc reports using internal and external data sources to complete data requests with automated scripts for data extraction and processing that can be initiated by staff with minimal workload impact to generate rapid data output.
The incumbent provides maintenance and updating of site parameters and site- specific files to ensure proper functioning of complex, interrelated, and interdependent software applications.
Communication and Software Package Management - 30%
Incumbent develops and presents findings and recommendations to internal and external stakeholders and senior executive leadership in comprehensive project reports that clearly explain the methodology used and validity of findings.
Incumbent designs reports with clear display of data in a format that is easily readable and understood by others.
The incumbent will also develop descriptive assessments with trend data or forecasting information to analyze various clinical and administrative programs.
The incumbent will integrate data into meaningful group or sub-set information analyses.
He/she will instruct staff members in the proper use of scheduling in compliance with policy, regulations and best practices.
Serves on facility or VISN policy level committees and working committees as subject matter expert on scheduling and clinical utilization.
Data Mining and Analytics - 30%
The incumbent will conduct studies that provide senior executive leadership with in-depth analyses of specific clinical and operational issues as they relate to scheduling, operations, and clinical utilization.
Incumbent designs metrics and criteria for evaluation utilizing appropriate testing methodology for valid interpretation of findings for clinical outcomes, program efficacy, financial, and operational impact.
Incumbent conducts complex analyses on extracted data to generate findings. Analyses of data are interpreted for long range and short range strategic planning of clinical operations.
Work Schedule: Monday-Friday, 7:30am - 4:00pm

Physical Requirements: The work is sedentary, however, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work.
Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/06/2023.
GS-06 grade level: One year of specialized experience (equivalent to the GS-5 grade level in the federal service); in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : Database Management and Expert MS Excel User; Utilize expertise in clinical informatics to extract and organize data; Understanding of database, spreadsheet concepts and programming techniques (e.g. Microsoft Access, SharePoint, Excel, etc.); Knowledge in scheduling and all auxiliary parts of scheduling including but not limited to medical record record retrieval; clinical setup and management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-06 level.
