The Administrative Officer (AO) reports to Human Resources service at the MidSouth Network Office (VISN 9). This position is an integral part of a complex HR team tasked with the mission of providing positive customer experience through administrative services. To fully execute duties, a thorough knowledge in the areas of human resources, purchasing, supply and property management, records management, financial management and budget, and related office support functions are needed.
Duties
Various human resources accountability and services rely upon the support and effectiveness in the execution of administrative tasks. The successful incumbent engages in management analysis principles and concepts while applying problem solving skills. This position performs a variety of office support functions that includes all administrative services, document control, and logistics. Major duties include, but are not limited to:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Helping an administrative service run efficiently, serve as lead to HR administrative team members, managing the V9 HR Service line budget, organizing files, keep updates HR databases, create and present report for senior managers, arranging travel for executives, coordinating, and applying a high level of customer service. Overseeing administrative functions, greeting internal customers, answering phones, replying to emails, conducting research and compiling reports, scheduling meetings/events, superior time management, and organizational skills; assisting managers with a wide variety of administrative functions including sensitive and confidential matters; using computer systems programs such as Word, Excel, PowerPoint, etc., VISTA and electronic filing, HR Action Suspense tracking, experience working with specific HR programs such as the All Employee Survey (AES), Workforce Planning, performance evaluation review and/or submission monitoring process; taking minutes; formulating proposed administrative directives and policies; using Microsoft Office programs at an advanced level to include Power Point; conducting feasibility analysis on administrative process and making recommendations; providing advice and/or instruction to high level managers and/or leadership; monitoring process; taking minutes; formulating proposed administrative directives and policies; using Microsoft Office programs at an advanced level to include Power Point; conducting feasibility analysis on administrative process and making recommendations; providing advice and/or instruction to high level managers and/or leadership. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate education is creditable towards meeting the specialized experience requirement. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require walking, standing, and bending. The employee frequently carries light items such as employee files or other papers. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
