This position is in the Department of Education (ED), Federal Student Aid (FSA), Partner Participation and Oversight, Partner Management Support Services, Program Technical and Business Support Group, Partner Production Division (PPD) and the incumbent is responsible for the oversight of PPO and SEAD system environments.
Duties
As a SUPERVISORY, IT SPECIALIST (SYSANALYSIS) AD-2210, 00 (Equiv GS-15), you will be responsible for:

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
BASIC REQUIREMENTS: You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the (Equiv GS-15) level, if you fulfill the following qualification requirement:
A. One year of specialized experience in the federal service or equivalent in the private sector to at least the (Equiv GS-14) level, performing the following duties: 1) Experience serving as a Technical authority/Subject Matter Expert (SME) of Title IV of the Higher Education Act (HEA) of 1965 Aid Delivery Systems (e.g. CPS, NSLDS, COD, SAIG, PAS/AIMS, or Servicing Solutions) and/or similar systems; and providing direction to team to resolve complex and critical issues 2) Demonstrated experience and technical expertise with a variety of technical solutions (e.g. cloud solutions, mid-range solutions, networking, website infrastructures, cyber security), and 3) Experience managing scope change of highly complex, integrated solutions that support HEA Title IV Programs to minimize risk to project budget and schedule.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
