The incumbent serves as the Program Specialist "Business Manager" for Primary Care (00PC) The incumbent works at a two-divisional teaching hospital affiliated with the University of Kentucky (UK) Medical Center at the U.S. Department of Veterans Affairs (VA) Healthcare System, Lexington, KY.
Duties
Duties include but are not limited to:
General Management 30%
With support and guidance from the service chief, the incumbent directs administrative activities of the service including budget and fiscal management, and human resource management, assuring that the clinical and administrative functions are integrated to provide optimum utilization of resources.
The incumbent is responsible for a multi-million-dollar budget and for oversight of the service's Administrative Officer on all issues, including staffing, equipment, and contract funds.
Successful allocation of funds among the varied programs of the clinical service is complex and requires a thorough study of each program's needs, goals, and customer demands.
The incumbent will have input during top management discussions, decisions, and policymaking by providing program direction from a business and operations perspective.
This position will have some responsibilities working with the human resource management principles including recruitment, retention, and disciplinary action for GS employees as well as physicians and nurse practitioners.
Incumbent serves as a key member of the service's leadership staff and actively participates in the development of overall administrative management objectives and philosophies necessary for the attainment of optimum efficiency in delivering health care to our veteran population.
The incumbent manages the business and administrative needs for a large, diverse service that provides health care services central to the mission of this Medical Center.
Analyzes and evaluates the effectiveness of existing clinical service programs in meeting established program goals and objectives.
Supervisory 20%
The incumbent provides administrative oversight and supervision to all Primary Care administration staff (Program Support Assistant, Clinic Grid Analyst, Administrative Officer, and PCMM Coordinator).
He/She is responsible for the technical quality and quantity and timeliness of work produced by subordinates.
Sets priorities and assigns work to be accomplished to meet these priorities.
Gives advice, counsel, and instruction to individual employees on administrative matters.
Interviews, recommends appointments, promotions, and reassignments involving candidates for positions.
Hears and resolves complaints. Effects minor disciplinary measures such as warnings and reprimands.
Identifies developmental and training needs of employees and providers or make provision for such development and training.
Informs, supports, and make available to employee equal employment opportunity policies, plans, and programs and discusses any practice or occurrences considered discriminatory.
Demonstrates through positive actions and support for the Affirmative Action Plans for Equal Employment Opportunity (EEO).
Resource Management 25%
Coordinates and enhances administrative duties that effect the availability of pertinent resources for the service's clinical staff to provide patient care.

Develops appropriate professional community relationships/partnerships with individuals and with health, social and welfare agencies.
Maintains cooperative relationships with corresponding services and other VA facilities as required.
The incumbent is knowledgeable of VA budgetary processes and plays a leadership role in bringing important financial considerations to program development and management.
Performance Management 25%
The incumbent, coordinating with the Administrative Officer, provides analysis and interpretations of performance measures as they relate to the service's operational efficiency.
Incumbent provides consultation and assistance on employing process improvement techniques and principles to achieve high performance in access, cost efficiency, patient satisfaction, and clinical quality.
He/she supports all internal, regional, and national programs related to quality improvement and good business operations of a clinical practice.
The Business Manager acts as the leadership point of contact for all parties necessary for activities and programs beneficial to the medical center.
The incumbent is adept in data management principles and techniques to achieve solutions in the best interest of quality patient care.
He/she maintains constant surveillance of the service's compliance with standards of the Joint Commission and other accrediting and regulatory agencies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or functions related to office administration, preparing project papers and staff reports and skill in organizing and delivering briefings to managers, evaluating past expenditures, perceives budgetary impact, coordinates staff input and prepares budget request using data and graphs to justify, conducting detailed analyses of complex functions and work processes, conducting a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning, gather and assemble data, analyze data, develop conclusions, and devise solutions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond two full years (36 semester hours). NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: The majority of work is performed in an office setting with adequate light, heat, and ventilation. Work is mostly sedentary; but requires some bending, walking, standing, lifting and carrying of light items, such as reports to various areas of the Medical Center. Work at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands.
