The Health System Specialist (Systems Redesign Specialist) implements a Performance Improvement program at the Health Care System level and delivers Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. The work requires information gathering, interpretation of records/ reports, correlation of information to corroborate facts and coordination with management.
Duties
Major duties includes, but are not limited to the following:
Organizes, directs, controls and coordinates group activities in a timely and/or effective manner
Conducts extensive work in analyzing data and conducting background research on the issue
Identifies systems designs problems that contribute to human errors
Plans and conducts studies directed at reducing errors
Develops local data metrics and dashboards to monitor projects
Evaluates the quality of care and the efficiency of care processes
Pulls, isolates and manipulates data to identify root causes of performance issues
Develops statistical, graphical, and narrative reports
Develops statistical model(s) to measure successful performance improvement action(s)
Defines project scope and goal(s) through a collaborative process with subject matter expert(s), leadership, and/or service line or program
Identifies various solutions approaches and when necessary further leads project team through prioritizing exercises
Develops control plans, communication plans, risk management plans, and through closeout of projects
Instructs staff on implementation of guidelines and recommendations
Develops written and verbal teaching materials
Delivers classroom instruction or other improvement methodologies tools and techniques to all levels of the organization
Performs other duties as assigned.
Work Schedule: Monday through Friday 8:00 am to 4:30pm

Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-11grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service), GS-12 grade level: One year of specialized experience (equivalent to the GS-011 grade level in the federal service) experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
You may qualify based on your experience and/or education as described below:
GS 11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Assisting with assigning work, setting schedules, advising of change in procedures, provides instruction, advice, and ensures the ethical conduct of research.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond of the amount required for the next lower grade level.
GS 12:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

There is no educational substitution at the GS 12 level.
Preferred Experience:
Trained/Certified as a Lean or Lean Six Sigma Black Belt
Experience in leading Systems Redesign, Lean, or Lean Six Sigma teams throughout the lifecycle of a performance improvement project
Experience in delivering classroom instruction on System Redesign Lean or Lean Six Sigma qualified/certified
