The San Diego VA Healthcare System is currently recruiting a Health System Specialist for the Office of the Associate Director of Patient Care Services. This position utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the executive leadership team.

Duties

Major duties include, but are not limited to: Direction/Long-Range Planning Provide full assistance to the Associate Director, Patient Care Services/Nurse Executive in the management of administrative programs and elements in the services, in particular Nursing Service. Responsible for formulating plans and evaluating administrative management of the services and programs within Nursing and Patient Care Services. Serve as administrative liaison to senior management, other medical centers, VA Central Office and outside agencies. Serve as the delegated authority to speak and act on behalf of the Associate Director, Patient Care Services/Nurse Executive. In this capacity, the HSS works directly with the Director's Office, Chief of Staffs Office, other various departments and services at VA San Diego, the VISN and across VHA. Participate in discussion with senior management on policy making and resource allocation to improve services, solve problems and provide quality patient care. Administrative/Management Responsibilities Participate in the organization of these resources and performs a full range of human resources management functions. Ensure the organizational chart, position descriptions, performance standards, and performance appraisals are accurate and current. Advise the Associate Director, Patient Care Services/Nurse Executive. Function as the Nursing Service's resource on issues as leave administration, disciplinary actions, incentive awards, recruitment and placement of Title 5 employees, and position management and classification. Ensure Nursing Service complies with all provisions of the Equal Employment Opportunity Program in accordance with Office of Personnel Management, VHA regulations and established Medical Center guidelines. Develop an in depth knowledge of the credentialing and licensing regulations and processes for the Nursing Service Staff which credentials over 100 advanced practice nurses. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in health care service administration; continuous quality improvement; data analysis; planning, administration, and other key administrative support functions; analyzing and evaluating broad and complex problems, applying extensive qualitative and/or quantitative methods for program improvement and making recommendations for complicated solutions; and experience that gained expert knowledge of health care principles, theories and practices including budgeting, planning, administration, administrative laws, policies, regulations, precedents governing the facility's healthcare programs, and labor/union relationships. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires walking and standing in the course of a normal work day. Some lifting (up to 601bs), with bending, stooping and overhead reaching will be required (e.g. carrying/relocating such items as boxes of supplies and/or equipment). The incumbent uses a keyboard and monitor extensively in the course of their usual daily activities.
