Position is intended to serve as Lead Transportation Assistant aligned under Veterans Transportation Service (VTS) Mobility Manager in Health Administration Service (HAS). Primary purpose is to support VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development, quality improvement implementation, modification of processes, evaluation and ongoing operation of VTS. Coordination of transportation function is multi-faceted and diverse.
Duties
Duties include, but are not limited to:
Lead
Distributing and balancing the workload among employees in accordance with established workflow or job specialization, assuring timely accomplishment of the assigned workload and assing that each employee has enough work to keep busy
Keeping in touch with the status and progress of work and making day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly
Estimating and reporting on expected time of completion of work and maintaining records of work accomplishments and time expended and preparing production reports as requested
Instructing employees in specific tasks and job techniques and making available written instructions, reference materials and supplies
Giving on the job training to new employees in accordance with established procedures and practices
Reporting to supervisor on performance, progress and training needs of employees and on behavior problems
Providing information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance and personnel needs
Dispatch
Performing basic analysis of the data and generating a variety of reports
Evaluating documents, e.g., sampling plans, permit applications and other data collection forms
Aggregating incoming data from a variety of sources
Reviewing documents, reports and/or applications for omissions and inconsistencies, and ensuring data entry is complete and accurate
Entering information into an automated tracking system
Planning and directing programs that provide total support services functions that require the application of highly specialized knowledge and skills
Planning responsibilities pertaining to total functions and requiring consideration of complete support services e.g., systems management, operations, workload forecasting, review and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc.
Performing other related duties as assigned
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicating and interacting with patients in a manner which is appropriate to cognitive, emotional and chronological maturation needs of the adult and/or geriatric patient; determining priority level of actions and adjusting priorities based on the needs of the organization; advising on the application of federal laws and regulations controlling the provision of the Veterans Transportation Program to Veteran patients and protecting electronic/printed files containing sensitive data.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
