This position will operate within the Veteran Transportation Service (VTS) within Health Administration Service at the Amarillo VA Health Care System (AVAHCS). The incumbent is directly supervised by and collaborates with the VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development, quality improvement implementation, modification of processes, evaluation and ongoing operation of the VTS.

Duties

*** Bargaining Position *** The coordination of transportation function is multi-faceted and diverse. The major areas of responsibility and authority are VTS resource scheduling, data collection, tracking and program support responsibilities. The incumbent is responsible for scheduling routes for assigned drivers, managing the VetLink program management software, coordinating vehicle maintenance with Engineering Service, coordinating travel/transportation arrangements as needed with local Emergency Management Services (EMS), Disabled American Veterans (DAV) and other medical facilities. The incumbent must have extensive knowledge of VA Beneficiary Travel (BT) rules and regulations and how they pertain to the VTS program. The incumbent must be proficient with office automation software. The incumbent will also provide backup to process BT requests to include processing ambulance bills, beneficiary travel mileage reimbursement requests, public bus transportation, public air transportation, arranging ambulance transportation and other duties as assigned. Scheduling, Data Collection & Tracking Support Daily responsibilities include VTS appointment scheduling; collecting, compiling, and tracking data and statistical information in support of VTS. Performs a basic analysis of the data and generates a variety of reports. Evaluates documents, e.g., sampling plans, permit applications, and other data collection forms. Aggregates incoming data from a variety of sources. Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Receives DSS extracts to verify that the workload being captured in DSS is correct. Maintains automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc. Interacts with various other transportation services such as local EMS and DAV. Coordination, Program Planning and Advisory Services Plans for, organizes, administers, and directs how the program work will be accomplished for the VTS. Plans and directs programs that provide total support services functions that require the application of highly specialized knowledge and skills. Planning responsibilities pertain to total functions and require consideration of complete support services e.g., systems management, operations, workload forecasting, review, and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc. Review workload on a daily basis to validate accurate reporting. Coordinates the day-to-day operation of VTS flow, processes, and functions. Provides technical guidance necessary to achieve the optimum use of VTS resources. Provides advisory services to the VTS Mobility Manager regarding the requirements and implications of the services provided. Provides advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge of VA laws, regulations, directives, policies, procedures, performance measures and guidelines relating to VA medical benefits administration, organizational structure, VA mission and goals, Privacy Act of 1974, working practical knowledge of applicable VHA regulation, station directives, Public Laws, State Laws, Central Office directives, HIPPA regulations; Prepare and produce written instructions, and a variety of correspondence; Consult management, scheduling, admissions, discharge, transfer and administration with patient processing including diagnostic tests and studies, availability of these within the medical center, and procurement outside this medical center when not available at this facility or other VA facilities; and, knowledge of policies and procedures of each department as they relate to the Veteran Transportation Service (VTS) Program clinics and patient care. There is no educational substitution at this grade level. You will be rated on the following Competencies for this position: Communication Customer Service Planning and Evaluating Self Management Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever changing demands due to program changes. The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
