The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level.

Duties

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation. Major Duties: Participate in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts. Act as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center. Facilitate, coach, and train audiences at all levels of the organizations throughout the lifecycle of a performance improvement project. Lead a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from Lean Six Sigma, Lean VA TAMCCS and other performance improvement disciplines to further define the current state of the process. Create designs of experiment that align to project goals and team developed solutions. Other duties as assigned. Work Schedule: Monday through Friday, 07:30am - 4:00pm Position Description Title/PD#: Health System Specialist/PD01751O and PDS0012-A Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements (IOR): Must have successfully completed Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Have Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Have successfully completed an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. (Must submit supporting documents) D. I do not meet any of the requirements as described above. In addition to the IOR, you must meet the following for a: GS-11: Must have at least one year of specialized experience that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [To be creditable, the specialized experience must have been at the GS-09 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes: Providing subject matter expert knowledge of policies and regulations; serves as the facility trainer, national calls, and surveys; Records data and analysis to recommend redistribution of resources, forecast position allocation (FTE) needs for subsequent academic years, and formulate long range budget needs and excess; Managing the special purpose academic fund reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, or academic organizations using graphs, flowcharts, and other techniques. OR Possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., related to the position. (Transcripts must be uploaded). OR Possess a combination of related education and appropriate specialized experience that together meet the qualification requirements for this position. (Transcripts must be uploaded). GS-12:Must possess at least one year of specialized experience that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [To be creditable, the specialized experience must have been at the GS-11 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes: Receiving applicable clinical and educational (work hours) activity record data from clinical services. Receiving invoices from the academic affiliate institution and facilitates reconciliations between service/section and the affiliate academic and finance offices; Reviewing and adjusting clinical and educational activity record data (work hours) documents to reflect accuracy in attendance, leave and calculations; Managing evidence documentation to complete Integrity and Compliance annual reporting method for verification of the site's compliance with policy and utilizes internal controls for confirming the accuracy of the processes; Maintaining copies of documents on file in accordance with agency policy as detailed in the policies and regulations; Researching and troubleshooting reconciliation issues to identify and recommend resolution; Provides clarity and education on these complexities to internal and external stakeholders as needed. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
