This position is located , Gallup Indian Medical Center, Gallup, NM. The purpose of this position is to perform work that involves processing, recruiting, at examining, selecting and placing employees; performing job analysis; and advising management in identifying, attracting and retaining the organization's mission. Incumbent uses web-based applications to perform staffing and placement work that includes generating job assessments, vacancy announcements and referral lists.
Duties
NOTE: This position is being announced concurrently with announcement IHS-23-CH-12117499-ESEP/MP for candidates at the GS-07 level, please review vacancy announcement for eligibility requirements. Applicants must apply separately for each announcement in order to be considered for each grade level.
Internal Placement and Recruitment: Provide information regarding the Merit Promotion plan (MPP) and Excepted Service Examining Plan to managers and applicants by providing interpretation in degerming the compliance with regulations and other employment program requirements.
External Placement and Recruitment: Provide external placement and recruitment duties by using multiple recruiting strategies including special appointment authorities for the handicapped/disabled, Federal Career Internal Program (FCIP), student employees, displaced employees, veterans, overseas returnees, direct hires (DH), and Delegated Examining (DEU) to complete placements.
Technical Assistance: Provide information to hiring managers with minimum pay setting, appointment above the minimum, retention and relocation incentives, special pay, service credit and leave and other compensation and retention flexibilities. Provide information to employees on the Electronic Questionnaires for Investigations Processing (eQIP); processes the forms for pre-security clearances and background investigation clearances for completion including Personal Identity Verification (PIV) requirements. Prepare monthly, annual and special reports. Provide orientation to HR staff, managers and employees on staffing placement functions with use of webbased applications and personnel actions.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-09: Completed a master's degree OR equivalent graduate degree OR completing two (2) years of progressively higher level graduation education leading to such a degree OR LL.B. or J.D., if related or one (1) year of specialized experience related to the work of the position and equivalent to at least the GS-07 level in the Federal Service that includes: developing vacancy announcements, determining applicant qualifications and eligibilities, coding and processing personnel actions, research and interpret a variety of civilian personnel regulations to resolve basic staffing issues and to provide advice and guidance to managers/supervisors, employees and applicants. Utilize automated HR information systems; overall capability of using a personal computer with applications, i.e., MS Outlook, excel, word, access, PowerPoint, etc.
GS-11:Completing three (3) years of progressively high level graduation education leading to such a degree OR LL.M., LL.B. or J.D., if related Ph.D. or equivalent doctoral degree or one (1) year of specialized experience related to the work of the position and equivalent to at least the GS-09 level in the Federal Service that includes: Providing consultation services to customers and managers related to recruiting, examining, selecting, placing and retention; apply laws, regulations, and procedures governing all aspects of pay administration, knowledge of pay rates and systems; experience with human capital or personnel systems to code, process, and track HR related measures; assure all ranking decisions are properly and fully documented and supported by the applications; Utilize automated HR information systems and overall capability of using a personal computer with applications, i.e., MS Outlook, excel, word, access, PowerPoint, etc.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
