The Management Analyst position is located in the Office of Mission Support (OMS), Department of Veterans Affairs, Veterans Benefits Administration (VBA). This position serves as a Management Analyst (ARCIS and WARMS) within the Administration Division of OMS and reports to the Supervisory Program Analyst, VBA Records Management Officer (RMO).
Duties
Assists the Records Management Office (RMO) in fulfilling primary responsibilities of executing VBA's Records Management Program within Federal Records Management statutes, regulations, guidance, and policy implementation.
Assists in development of Records Management Program strategies and objectives, and task prioritization.
Monitors and audits records management systems activities conducted by business lines and staff offices within VBA.
Reviews and analyzes Congressional legislation and policy, direction, and guidance from VA on records program.
Serves as division proponent for live manual updates for agency, staff offices, and business lines.
Collects, reviews, prepares, and analyzes business line data to generate reports conducive to records program execution.
Develops and/or delivers curriculum targeted for all staff regarding federal policies and applicability to VBA.
Conducts frequent sampling and spot checks ensuring compliance with VBA and station shredding policies.
Receives and resolves customer/stakeholder concerns and analyzes data to alleviate future occurrences.
Assists in the development and execution of file inventory and file plans and annual records clean up.
Completes all work within policy standards regarding timeliness and quality.
Responsible for the orientation and on-the- job training of other team members as needed. Identify training needs.
Imposed metrics and measures. Ensures HCA/Director has reports and access to data and that data and improvement plans are captured in meaningful means.
Promotion Potential: Full performance level is GS-13.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/05/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience is defined as experience equivalent to the GS-11 level in the Federal service related to:
Experience using the Archives and Records Center Information System (ARCIS) of the National Archives.
Experience using data, administrative reports, and statistics, including their content, meaning, and use in decision-making.
Experience planning, executing, and managing complex projects.
Experience collecting, analyzing, and managing pertinent organizational data and information.
GS-13 Grade Level:
Specialized Experience is defined as experience equivalent to the GS-12 level in the Federal service related to:
Experience in preparing, coordinating, and analyzing information to provide recommendations including their content, meaning, and use in decision-making.
Experience planning, executing, and managing complex projects.
Experience managing workload for leading project teams, project tracking/reporting, and project execution/close-out.
Experience in preparing comprehensive technical reports and preparing them for presentation.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work may require physical effort.
