The Department of Energy's (DOE) Office of Inspector General is currently looking for an Auditor in the Office of Audits in a location to be determined. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law.
Duties
As an Auditor (Performance) within the OIG, you will be responsible for the following:
Perform routine audits by assisting with auditor cost, inventory, administrative auditing, and recordkeeping systems.
Conduct examinations on a variety of records to determine compliance with laws and regulations.
Provide professional advice and assistance involving regulatory requirements, procedures, systems, or potential problems due to changes in mission, programs, or organizational structure.
Analyze and evaluate audit findings; prepare reports on management errors and deficiencies citing regulations, and procedures violated.
Requirements
- Must have completed, within the previous 2 years (up to 6 years for certain veterans), a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
- Must be in good academic standing.
- A Pathways Recent Graduate Participant Agreement is required.
- The Recent Graduate Program lasts for 1 year. Participants who successfully complete the Recent Graduate Program may be eligible for conversion to a permanent appointment or a term (1-4 years in duration) appointment without further competition.
- Males born after 12/31/1959 must be registered for Selective Service.
- Suitable for Federal employment, as determined by a background investigation.
- A 1-year trial period is required.
- Financial Disclosure Statement, OGE-450 is required upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position requires a Critical Sensitive Q (Top Secret) Clearance. The incumbent must obtain and maintain a Q Security Clearance.
- This position is a drug testing designated position and is subject to pre-employment and random drug testing.
- Will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- Must be a U.S. Citizen or National.

Qualifications
To be eligible, applicants must meet one of the following requirements:
Completed all requirements, in a related field, for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or
Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.
This position has a Basic Requirement/Positive Education requirement. You must have:
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows:
For the GS-07 level: Applicants must possess one year of specialized experience equivalent to at least the GS-05 grade level or its non-Federal equivalent that demonstrates: Specialized experience includes experience which demonstrates a basic knowledge of accounting and auditing principles, concepts, and techniques.
OR
completion of one full year of graduate level education in a related field.
OR
Bachelor's degree with Superior Academic Achievement (SAA) in a related field.
Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.2. Grade-point average - Applicants must have a grade-point average of: 2.95 rounded to 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Equivalent combination of education and experience are qualifying for this grade level.

For the GS-09 level: Applicants must possess one year of specialized experience equivalent to at least the GS-07 grade level or its non-Federal equivalent that demonstrates: verifying reports against source accounts and records, reconciling accounts, and verifying the detail of recorded transactions; preparing routine work papers; and researching laws, regulations guidelines, and procedures.
OR
2 years of progressively higher level graduate education leading to a master's degree in a related field.
OR
master's or equivalent graduate degree in a related field.
Equivalent combination of education and experience are qualifying for this grade level.

Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.
