PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. The position is located in the Bureau of the Fiscal Service, Retail Securities Services. The incumbent serves as a Retail Securities Services Product Owner and is responsible for developing, planning, and accomplishing special projects; performing research and analysis in support of projects; and identifying and resolving project-related problems.

Duties

As a Supervisory Product Owner, you will: Provide authoritative guidance and leadership setting the vision and provide leadership and decision making on the program, product development, implementation of new technology and processes. Lead, conduct, or participate in complex management studies with a wide or significant effect upon the organization's structure, policy, processes, and operations. Develop and apply management and business metrics associated with improving core business and operational functions. Develop and evaluate new concepts, systems, and technologies involved with Savings Bond/Marketable debt financing activities and the RSS program.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent, which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL the following: - Experience planning, directing, and organizing the development and execution of a key program including the strategic initiative myTreasury; AND - Applying program management principles and agile best practices; AND - Defining an MVP (Minimal Viable Product), including story development and refinement. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
