This position is located in the Department of Health and Human Services, Office of Intergovernmental and External Affairs, headquartered in Washington, District of Columbia. Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Program Analyst, you will use your knowledge of and experience with the Office of Intergovernmental and External Affairs to optimize business results and customer experience by: Analyzing and evaluating the efficiency and effectiveness of agency programs; selecting appropriate qualitative and quantitative techniques for a specific situation; and developing and applying new approaches for conducting complex, comprehensive studies which deal with major issues affecting program management. Participating in studies, problem solving, or project management, to address specific problems, issues, and challenges that confront program managers in the organization. Utilizing a range of qualitative and/or quantitative methods for the assessment and improvement of complex program effectiveness. Advising Senior management utilizing stakeholder engagement and communications techniques or tools.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: A. You must have one year specialized experience. To be creditable, specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service, performing ALL of the following: Assisting with studies to identify, analyze, and recommend solutions to issues related to management processes, systems, and/or support programs; Creating organizational charts, contact lists, schedules, or other information needed to monitor and conduct projects; and Collaborates with internal and external organizations to exchange information on management planning objectives. OR B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR C. A combination of experience outlined in A and education outlined in B above. Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
