About the Position: The incumbent is responsible for developing and maintaining computer applications and software quality management to assure that all software is reliable, well-documented, and meets requirements.

Duties

Conduct Information Technology related studies and/or exploratory projects. Resolve technical design issues using system software specifications. Modify existing applications to accommodate user requirements or new advances in software technology. Ensure that documentation reflects the interface with data collection, scheduling, production, or product distribution procedures. Recommend/provide justification for needed program automation system design studies. Develop statement of works to solicit contractor proposals.

Specialized and Other Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes work that involves: 1) Performing extensive fact-finding to establish the feasibility of new or modified computer applications; 2) Providing recommendations to supervisor for new or updating program automation and/or system design studies; 3) Initiating and managing IT projects overseeing the cost, schedule and performance as a Contracting Officer Representative (COR) overseeing the performance of service contracts; 4) Applying and executing the project management phases (Initiation, Planning, Execution, Monitoring and Close-out to ensure the successful of all projects large and small. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
