The primary purpose of this position is to serve as a technical authority/lead project facilitator across the command for the installation Continuous Process Improvement (CPI) initiative. Advises management and colleagues on difficult problems, conducts special studies, and proposes options and alternatives representing the command.

Duties

Serves as the recognized technical advisor to the installations across the component/command in Continuous Process Improvement (CPI). Plans, directs, integrates, and executes all aspects of the command's CPI program within cost, schedule, performance, and/or system supportability requirements. Directs, coordinates, and oversees project/study work. Serves as the project leader for enterprise level projects as a subject matter expert (SME). Provides technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Serves as a trainer for introductory methods/tools, also known as "Green Belt" (GB) courses. Exercises responsibility for conduct of training from registration through acceptance, classroom instruction to course completion. Represents the command at higher levels within the command. Establishes, develops, and maintains effective working relationships with other coordinating organizations. Delivers presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command.

  • Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Must be able to obtain and maintain a Secret Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge in applying quantitative and qualitative LSS and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs, knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied, and knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies. 2. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content. 3. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting. 4. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI. 5. Skill to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. 6. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
