You will serve as a AIRCRAFT FREIGHT LOADER in the NAVAL AIR TERMINAL, OPERATIONS DEPARTMENT of NAVAL AIR TERMINAL.

Duties

You will review established regulations (e.g., Defense Transportation Regulations Part II) to verify shipments are packed and marked correctly. You will assemble cargo and mail for each flight based on load planning guidance received from an air terminal operation department. You will inspect outgoing palletized cargo to verify pallets are within size limits.

Requirements

  • Must be able to obtain and maintain a security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Incumbent must obtain/maintain a License/Certification to operate forklifts up to 22K with a GVW of 65,000 pounds.
  • Incumbent must obtain/maintain either a Commercial Driver’s License (CDL) to drive a 40,000 GVW combination tractor trailer, or a License to operate a 126,000 GVW loader.
  • You will be required to wear personal protective equipment such as helmets, gloves, goggles, and safety shoes continuously for the duration of the work shift.
  • Overtime/Shift/Weekend/Holiday work may be required.
  • This is a Drug Testing Position.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Must pass pre-employment physical examination and audiogram to determine fitness for this position.
  • Successful completion of annual audiograms and biannual physical examinations are required after being employed.

Qualifications

This job has a screen-out element which will be used to determine minimum eligibility for this job. The Screen-out Element for this position is: Ability to do the work of an Aircraft Freight Loader without more than normal supervision such as: 1) Reviewing surface conveyance manifest, inventories and unloading cargo from government trailer-vans, flatbeds; 2) Loading cargo on government aircraft based on aircraft sequence sheet prepared by the Air Terminal; 3) On/off loading all aircraft and commercial automotive conveyances for transshipment through the air terminal; 4) Inspecting incoming and outgoing cargo to ensure guidelines are followed. Additional qualification information can be found at: https://www.opm.gov/policy-data-oversight/classification-qualifications/federal-wage-system-qualifications/#url=WG-6900 PHYSICAL EFFORT: The work involves walking, standing, kneeling, climbing, bending, reaching, pushing, pulling, and lifting and carrying weights up to and over 45 pounds. Subject to hazardous commodity handling procedures and noise hazardous areas. Must wear steel-toe safety shoes, leather palmed gloves, and ear protection devices. Position is under pressure to deal with short time frame requirements to meet constantly changing and preset aircraft movement schedules and cargo required delivery dates. Must load/unload all types of explosives and dangerous materials. Must pass pre-employment physical examination and audiogram to determine fitness for this position. Successful completion of annual audiograms and biannual physical examinations are required after being employed. WORKING CONDITIONS: Warehouse or ramp work is performed under conditions of extreme cold or heat. Employees may be required to work in snow, rain, dust, etc. Exposed to the usual hazards associated with working ground aircraft (i.e., moving parts, air turbulence, high noise level, etc.). Employees are subject to injuries such as cuts and bruises. Workers are also exposed to unpleasant odors. The Naval Air Terminal Norfolk operates 24 hours a day, 7 days a week, and the incumbent may expect to be called upon at any time (including holidays) as the needs of the air terminal dictate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
