Duties
The primary purpose of this position is: To formulate Standoff Weapon strategy and future employment visions for the Air Force. Manage, lead, and conduct all aspects of Standoff Weapons mission planning, execution and training in support of all combatant commanders. Perform coordination with HQ Air Force staff, AFGSC, USSTRATCOM, ACC, SAF, BAE, NASIC and MISC to integrate operational planning and develop future Standoff Weapon systems and upgrade existing systems.
Duties:
Provides support and technical expertise for all aspects of Standoff Weapons planning.
The employee must be able to develop and execute the following training programs to include documentation and training handbooks.
Provides planning and technical expertise in support of exercises and Operational Plans.

The employee should possess a firm understanding of JMPS, UMPH, APS, or PFPS have bomber or fighter flight experience, with general Standoff Weapon system knowledge. B-1, B-52 or F15-E navigator experience is highly desired, as well as Standoff Weapon planning and employment familiarity and strategic/tactical threat knowledge. Contingency planning experience is desired, especially Air Operation Center experience (operational or exercise).
This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Standoff Weapon operation, testing, training principles, concepts, directives, practices, techniques and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Typical problems addressed are beyond normal day-to-day route processes and procedures, and extend to more complicated activities essential to accomplishment of the command mission; Knowledge of National-level, JCS and command and control processes/procedures, to include kinetic (conventional/nuclear) and non-kinetic options; and Knowledge of military command structure, missions, programs, and organizational relationship; program goals and objective; the sequence and timing of key issues and milestone; and methods of evaluating the effectiveness of planning actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of bomber or fighter principles, concepts, directives, practices, analytical methods and techniques and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Typical problems addressed are beyond normal day-to-day route processes and procedures.
Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of USSTRATCOM, AF Global Strike Command and Standoff Weapon Missile operations.
Knowledge of overall performance factors for Standoff Weapon and maintains physical/mental ability to sustain 24/7 surge operations, if required, for operational missions.
In-depth knowledge of the various Command entities involved in overall planning and execution of joint operations and evaluations. Knowledge of training, instructional methods to teach mission planning and mission planning software.
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.
Ability to plan, organize and teach Standoff Weapon mission planning and employment practices. Ability to communicate effectively, both orally and in writing; negotiate complex issues and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
