About the Position: Serves as Assistant Deputy Chief of Staff G-1 (Human Resources). Directly supervises three (3) Divisions of the G-1, comprising a total of approximately 32 employees in grades GS-7 through GS-14. Plans, develops, directs, and administers a comprehensive civilian personnel management program for a major Command.
The pay band for this position, NH-4, is equivalent to GS-14 through GS-15.
Duties
Plan, develop, direct, and administer a comprehensive civilian personnel management program; provide staff leadership, advisory services; and direction for operation and evaluation of personnel programs for the command.
Provide oversight and program evaluation for civilian workforce initiatives associated with growth, development and retention of the HQ, AMCOM workforce and recruitment of best qualified individuals to meet the mission.
Review special studies, test programs, and periodic reports to develop command-wide programs in such functions as labor-management relations; employment of disadvantaged; Army-wide career programs; recruitment in support of changing the mission.
Ensure decisions concerning major policy and courses of action are consistent with laws and regulations governing administration of civilian personnel are considered in the decision making.
Obtain resources and associated funding necessary to support the organization program and implementation of policy.
Requirements
- Must be able to obtain and maintain a Secret security clearance for the duration of employment.
- This position is supervisory. A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience at the next lower grade which includes advising Senior Leadership, Commands and Units in various Civilian Human Resources (HR) program areas in the development, execution, evaluation, and oversight of civilian HR programs as it relates to downsizing/reshaping initiatives, position management and classification, recruitment and placement, employee-management relations, leadership and workforce development, strategic workforce planning, workforce flexibilities and retention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or NH-3).
