Duties
You will serve as an IT Specialist (Infosec), NGEN Incident Handler/NCD Watch Analyst on the NCD Watch in the Mission Management Division (N33), Operations Department (N3) at NCDOC, Suffolk, VA.
You will be the subject matter expert for information system security for Defensive Cyberspace Operations (DCO) security related issues for the Navy.
You will identify systemic and application specific security problems in tactical and administrative network and system, track mitigating actions, and evaluate security patch compliance.
You will coordinate and track the processing of all Navy network attacks and intrusions from detection to resolution while maintaining the highest state of database integrity.
You will coordinate the submission of Government Directed Actions and provide incident related quality assurance and network compliance for Joint level reporting requirements.
You will perform ticket search utilizing applicable tools on existing tickets for identical problems.
Requirements

- You are subject to random polygraph examinations.
- Shift work, irregular tours of duty, occasional evening/weekend work, and/or extended duty may be required.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 531 within 12 months of appointment.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Collaborating with stakeholders to obtain relevant information for analysis and reporting.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Discussing possible problem areas and defining requirements, objectives, plans, priority, and deadlines.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing feedback regarding observed DCO performance to formulate a course of action.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Implementing findings and recommendations.
*Experience planning and carrying out difficult and complex assignments and developing new methods, approaches, and procedures;
*Experience utilizing analytical reasoning principles along with experience with Incident Handling and Incident Response;
*Experience applying analytical ability and communicating techniques sufficient to present updated plans and process procedures to the Battle Watch Captain (BWC), Defensive Cyber Operations Watch Officer (DCOWO), and Incident Handling supervisor for review and approval;
*Experience with computer related operating systems, hardware systems, and network applications and devices including proxy and stateful packet inspection firewalls, routers, and switches;
*Experience utilizing data communication security procedures and technology in sufficient depth.
