Exploration Space Communications Division is responsible for executing Near Space Network's (NSN) commercialization goals through increasing the number of commercial providers supplying communications and navigation services to NSN's user mission. As a Provider Integration Manager you will be responsible for establishment and technical management of an on-boarding process to verify and validate the provider's services ensuring compliance with contractual technical and performance specifications.
Duties
Manages the planning, organizing, and execution of efforts related to acquisition of communication and
navigation services to support customer missions in near-space region.
Collaborates with Near Space Network (NSN) stakeholders, procurement, and legal teams to ensure that
NSN acquisition activities progress per the established plans.
Leads procurement activities such as requirements, development and presentation of procurement
strategy, management of announcement of opportunities, coordination of proposal reviews, contract and
task awards, and validation of capabilities.
Establishes effective and efficient processes and tools to methodically onboard service providers on to the
network.
Collaborates with systems engineering, mission services integration, network operations, spectrum, and
other subject matter experts to understand customer mission needs and develop strategic directions for
missions with appropriate service providers.
Collaborates with relevant stakeholders to interface with industry vendors and other government agencies
to gain understanding of available service assets and capabilities that can be viable for integration into
Near Space Network.
Assists Near Space Network management in long-range planning for services acquisition, establishment
and achievement of related milestones.
Assists in the formulation and negotiating of agreements.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Leading multi-disciplined or cross-functional teams involved in scientific or engineering development programs/projects;
Providing overall technical direction and coordination for a complex system development consisting of multiple subsystems; and
Coordinating and leading cross-functional teams of experts to develop solutions for problems that impact multiple operations areas (e.g., more than one of the following addressing critical timelines, technical risk, resource allocation, compatibility of systems and subsystems, and project performance).

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
