Duties

You will serve as a Program Analyst (Offensive Cyber Ops Fires Planner) in the Cyberspace Operations-Integrated Planning Element (CO-IPE), Joint Force Headquarters, Cyber at U.S. Fleet Cyber Command. You will serve as a Program Analyst on planning and integrating Offensive Cyberspace Operations (OCO) targeting actions. You will coordinate and synchronize OCO planning activities that are involved in Joint and interagency operational planning teams (OPTs) and working groups. You will assist OPT Leads in coordinating updated planned actions with partners in order to assure support and provide information essential for mission execution. You will represent the command as a key contributor to deliberations of enterprise-level working groups and joint operational planning teams tasked to advise commands on OCO targeting and/or fires-related planning considerations, issues and options. You will provide planning support as an OCO, fires and effects, and special technical operations (STO) planner to facilitate integration of OCO operations across commands and in collaboration with other DoD and U.S. Government cyberspace elements. You will participates in team meetings to provide expert inputs required to de-conflict, coordinate, and integrate maneuvers, fires and effects. You will provide technical expertise and guidance with respect to OCO targeting effects and possible collateral damage to inform the leadership’s decisions during targeting boards. You will support implementation of proposed courses of actions endorsed by the chain of command. You will draw on lessons learned and experienced judgment to assess and document the extent to which plans, and tactics, techniques, and procedures (TTPs) facilitated achievement of mission objectives and make recommendations. You will analyze various operational reports to integrate qualitative and quantitative information and present findings to senior leaders regarding the effectiveness of operations. You will make recommendations to leadership for improved methods employed to evaluate inputs, define and prioritize targets and disseminate targeting orders to DoD operational units and other partners. You will conduct forward-looking policy analyses to address possible implications for OCO actions and advise reporting seniors on likely effects across entire spectrum of conflict/consequent requirements for further development of policy guidance.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 332 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: Experience planning, integrating, and countering adversarial threats using full spectrum of cyberspace operations tactics, techniques, or procedures. Experience performing cyberspace operations planning, execution and participation with major/combatant command exercises or operations. Experience identifying, assessing, and prioritizing cyberspace operation risks by implementing controls and strategies to reduce risk. Experience communicating cyber operations risks and strategies to non-technical stakeholders. This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-0343-13.
