This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Asset Logistics Division (ALD), Logistics Supply Support Branch (LSSB), Enterprise Software & Hardware Acquisition Section (SHA), located in Kearneysville, WV.
Duties
You will serve as an Information Technology Cybersecurity Specialist (CUSTSPT/INFOSEC) and be responsible for managing the package of support functions required to field and maintain the readiness and operational capability of systems and components.

Qualifications
To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience must include the following:
Assisting with procuring new hardware and software, associated maintenance renewals, software assurance and/or extended support based upon directed guidance, direction and prioritization, sponsor-provided funding, and/or approved additions to the enterprise hardware or approved software lists. Understanding of the Acquisition Lead Times (ALT) and procurement planning timelines;
Assisting with the creation and maintaining of acquisition and asset information records for all procured hardware and software in a Software Asset Management (SAM) repository;
Using clear and concise communications, provide acquisition assistance, as needed, to support divisions in execution of hardware and software acquisitions; effectively communicate and interface with peers and senior leadership, as needed, to address and resolve issues related to hardware and software acquisition services as well as harmonize processes and develop collaborative approaches to acquisition execution;
Assisting with the response to data calls regarding the quantities, versions, etc. of hardware or software ensuring timely and accurate completion and delivery of associated data;
Providing recommendations regarding process improvements and opportunities for hardware and software acquisition consolidation across divisions; including associated resource impacts and potential needs; and
Serving as an alternate Contracting Officer's Representative (COR) for assigned software and/or hardware contracts/task orders/calls; ensuring timely completion of all associated annual skills currency and ethics training required to maintain COR certification; participating and supporting, as needed, the goals of the Software Asset Management (SAM) Program, contributing knowledge to assist in the design, development and implementation of management rules, processes, policies and procedures governing SAM across the command.
OR
Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.
To qualify at the GS-11 grade level. applicants must possess at least one year of specialized experience equivalent to the GS-09 in the Federal Service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the IT line of work. Examples of specialized experience must include:

Ensure alignment with Acquisition Lead Time (ALT) and procurement planning timelines; creating and maintaining acquisition and asset information records for all procured hardware and software in a Software Asset Management (SAM) repository;
Using clear and concise communications, provide acquisition subject matter expertise/assistance, as needed, to support divisions in execution of hardware and software acquisitions; effectively communicate and interface with peers and seniors, as needed, to address and resolve issues related to hardware and software acquisition services as well as harmonize processes and develop collaborative approaches to acquisition execution;
Responding to data calls regarding the quantities, versions, etc. of hardware or software, ensuring timely and accurate completion and delivery of associated data;
Providing recommendations regarding process improvements and opportunities for hardware and software acquisition consolidation; including associated resource impacts and potential needs; and
Serving as Contracting Officer's Representative (COR) for assigned software and/or hardware contracts/task orders/calls; ensuring timely completion of all associated annual skills currency and ethics training required to maintain COR certification; participating and supporting, as needed, the goals of the Software Asset Management (SAM) Program, contributing knowledge and expertise to assist in the design, development and implementation of management rules, processes, policies and procedures governing SAM across the command.

Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.
