As the Management and Program Analyst you will work in the Insurance Center within Policyholders Services Division located in the Insurance Center Office in Philadelphia, PA. The incumbent serves as a Management & Program Analyst to the Chief, Policyholders Services Division. The Policyholders Services Division is responsible for servicing active life insurance accounts for all participating Veterans residing around the country.
Duties
Major Duties:
The duties and responsibilities include but are not limited to:
Review operations to ensure policies, practices and procedures are effectively implemented.
Assist in the development of organizational plans and goals.
Conduct validations of various programs to ensure compliance with reporting requirements.
Perform work independently utilizing judgment.
Prepare briefing materials for use in training.
Responsible for documenting project progress, problems encountered, resources expended and results.
Analyze data to validate any changes/recommendations.
Develop programs to improve controls and reduce time used for accomplishment.
Develop computer-based applications for automatic data storage and other functions anomalous workload fluctuations, etc.
Uses Microsoft Office Suite programs (Excel, Word, PowerPoint, etc.) to create reports and presentations.
Create and manage Microsoft Teams Channels and SharePoint sites to host, control and assign work assignments.
Manage and assign workload throughout Insurance operational elements, including reviewing work items to determine best course of action.

Qualifications
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.
Specialized Experience:
GS-09
Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience assisting staff with administrative, analytical, and evaluative work. Experience gathering and organizing narrative and statistical information. Communicates orally and in writing findings, results, and recommendations to management. Prepares information for presentations, white papers, training, and other informative purposes. Experience Creating communication and/or marketing materials or developing and preparing communication plans for internal and external audiences.

Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Combining Education and Experience
GS-11
Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as Experience identifying and developing data to address inefficiencies; conducting data functions to assess and devise action plans to improve data integrity; evaluating and advising on communication/marketing materials, organization structures, preparing policy directives, letters, memoranda and written guidelines and recommendations.

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
