The primary purpose of this position is to : To exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work in the Material Handling Equipment Maintenance and Fire Truck/Refueling Maintenance Sections of the Vehicle Maintenance Flight.
Duties
Performs work planning. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. Adheres to work priorities, project schedules, resources, and detailed work plans established by higher level supervisors. Follows customary work cycles and sequences in planning work assignments. Tracks and reports progress on work assignments and requests authority to adjust worker assignments and to use overtime, equipment, and materials to meet schedules. Recommends changes to schedules, priorities, and work sequences as necessary and makes minor deviations in procedures or redirects resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences. Drives on and/or off base to and from units, offices and other related facilities to perform Heavy Mobile Equipment Mechanic Supervisor duties.
Performs work direction. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Observes work in progress to anticipate and resolve problems, reassigns personnel within group supervised, and coordinates work among workers and other supervisors to maintain work progress to meet schedules. Inspects completed work for quality and work order requirements. Reports possible or actual work delays to superiors
Performs administrative duties. Participates with employees in the development of performance plans and recommends them to higher level supervisor. Advises employees of performance expectations and explains new work techniques. Provides guidance, direction, and feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments and recommends performance ratings. Recommends appropriate recognition and corrective action, as needed, in performance management. Recommends the most suitable applicants for vacant positions. Explains classification determinations to subordinate employees. Recommends restructuring positions when necessary to achieve the most effective and economical utilization of personnel. Investigates grievances and complaints, resolving them informally where possible, and notifies higher level supervisor of those of sufficient importance or seriousness. Recommends training based on needs assessment and mission requirements. Maintains work reports and records relating to section, e.g., progress, production, cost, personnel, equipment, materials, and time and attendance.

- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to participate in contingency situation, both real world and exercises.
- May be required to work other than normal duty hours such as rotating shifts, overtime, weekends, on-call, holidays, etc.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the 5803 - Heavy Mobile Equipment Mechanic family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work without more than normal supervision
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, methods, and techniques of heavy mobile equipment and automotive mechanic work.
2. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised.
3. Knowledge of safety, security, personnel management, and EEO laws, policies, regulations, procedures, and practices.
4. Skill in reading and interpreting schematics, diagrams, sketches, and technical specifications.
5. Ability to plan, organize, and direct functions and staff to include mentoring, motivating, and supervising the performance/ of subordinates.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
