Duties

You will provide legal support, advice, and counsel on a broad array of complex problems principally involving security cooperation. You will assist in overseeing compliance with legislation, Executive Orders, and DoD guidance. You will draft, provides legal review on, and coordinate for action DoD issuances, policies, legislative proposals, and responses to Congress, other Executive Agencies, and to the public in areas of DKI APCSS functional responsibility. You will provide legal advice and assistance in support of functional areas to attorneys of the Military Departments, Geographic Combatant Commanders, and various other DoD components and activities. You will respond to complex legal matters assigned by the DSCA General Counsel, DoD General Counsel, the Principal Deputy General Counsel, or the Deputy General Counsel (International Affairs), DoD, or members of their staff.

• You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You may be required to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.

Qualifications

To be eligible for selection at the GS-14 level, the applicant must have at least five-and-one-half years of successful legal experience, a significant portion of which is in security cooperation, fiscal law, procurement law, and/or personnel law. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful applicant must have graduated with a LLB or J.D. degree from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
