This position is located in a Subregional office of the National Labor Relations Board. The primary purpose of this position is to provide administrative/technical supervision over subordinates engaged in investigating and negotiating voluntary settlements under the provisions of the National Labor Relations Act and recommending institution of formal action in cases with merit; providing counsel and opinion on cases in regards to the administration, interpretation and enforcement of the NLRA.

Duties

As a Supervisory General Attorney (Officer-In-Charge), GS-0905-15, your typical work assignments may include: Litigating injunction cases in the U.S. District Courts; appearing in bankruptcy court, handling ancillary litigation, and serving as Hearing Officers in representation proceedings and hearings under Section 10(k) of the Act. Providing counsel and opinion on the legal aspect of cases in connection with the administration, interpretation, and enforcement of the NLRA. Engaging in and/or advising on extensive analysis regarding complex and difficult legal questions based on factual issues and recommending course of action of each case to ensure minimum impact based on law and regulations. Overseeing staff who investigate and negotiate voluntary settlements in assigned cases which have been filed in a field office under the provisions of the National Labor Relations Act and recommending institution of formal action in cases with merit where settlements have not been secured. Determining priorities in case-handling to maintain adherence to statutory and regulatory deadlines and to provide the most effective service to the public. Performs similar or related duties as requested or assigned.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Supervisory General Attorney (Labor) (Officer-In-Charge) position demonstrates knowledge of the NLRA as well as how the Agency investigates and prosecutes of unfair labor practice charges and the handling of representation cases. The candidate also demonstrates competence in managing the administration of field office operations or comparable experience, including personnel matters and discussions with represented Agency employees. BASIC REQUIREMENT An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-15, Supervisory General Attorney (Labor) (Officer-In-Charge), and that is typically related to the work of the position to be filled. Specialized experience includes: Experience coordinating, planning and monitoring the legal activities, and caseload of an office to ensure appropriate resources are assigned, priorities are established, and overall goals are met; and Experience providing expert opinion and counsel on cases determined to have merit under the provision of the NLRA and litigated before a court or administrative judge; and Experience providing guidance and/or oversees the preparation of cases for trials; and engaging in research and legal analysis of complaints, briefs, evidence and other legal documents of complex and/or unique cases to support response to difficult legal questions and factual issues. This experience must be fully supported and articulated in your resume to receive consideration. You will receive credit for all qualifying experience, including volunteer experience. NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As a current NLRB Excepted Service employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "2". A copy of your SF-50 must be provided for verification. BAR MEMBERSHIP AND CERTIFICATION Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. An Agency's Internal or a Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.).

Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
